Currently working on ZADCO artificial islands contruction / drilling projects offshores supervising QHSE aspects of an offshore rig start up & pre commissioning activities and other construction & drilling related operations for the UAE govt's ADNOC Group. Reviewing and continually monitoring construction & drilling operations and facilities to ensure a safe working environment; for full compliance with ADNOC / ADMA OPCO HSE Policies & CoP, procedures and guidelines, paying special attention to personnel work behaviour, environmental concerns & integrity/safety of equipment in the following areas;-
1). Reinforcing the drilling/construction vision and goals for all personnel at offshore work locations demonstrating commitment to Safety Management Program and Leadership Expectations through visible, active participation in all safety related activities. Demonstrates Safety Leadership that supports the vision of “Nobody Gets Hurt”.
2). Visibly participating in the Behavior Based Safety Program (BBSP), such as START/STOP Observations. Reinforces the positive intent of the programs while intervening with others. Develops the behaviours necessary to actively implement the BBSP on one to one bases while conducting daily walk through inspections.
3). Trains, monitors and ensures company & contractor personnel at work sites have a good understanding of ADNOC's ADMA OPCO, their personal roles, responsibilities, and the requirement to adhere to the above. Intervenes as required to correct non-compliance and trains immediately to ensure understanding.
4). Audits the tracking of rig generated waste(cuttings, waste oil, general waste, etc.) to ensure that cradle to graves documented. Verifies that required waste manifests generated are correctly reflected on the tracking log. Verifies that the certificates of incineration have been sent/received on the rig to close out the documentation etc
Acted as client (ADCO) HSE, risks management supervisor administering contractors & sub-contractors HSE management teams in charge of the just concluded phase II of the oil & gas full field development projects comprising of setting up process plants & facilities;manifolds, separation vessels / trains, dehydration systems, storage facilities, waste disposal and mgt, flare stacks & systems, control room /sub-stations & other associated facilities for the UAE govt' ADNOC,
- Participated in process plants design & review sections, PHSER, HSEIA, HAZOP / HAZID. QRA hence conversant with PHAST Risks Management / Consequence / Dispersion modelling techniques, hazardous area classification as per IP14 codes for safety practises, and where necessary led investigations of major incidents & high potential near misses as per COMAH standards,
- Developed, reviewed & approved Jobs Method Statements for contractors job performers-JP, foremen, charge hands etc in civil foundation job procedures, concrete slabs/gratings laying,
scaffold erection / dismantling procedures, cutting, grinding, welding, fabrication & welding jobs procedures, lifting operations procedure, installations of overhead cranes procedures, excavation, hydro-test / NDT / sandblasting / painting jobs procedures etc.
- Was in charge of day to day management of EPC construction's sites ensuring ISO 14001, OSHA, QEHSS compliance issues on projects implementation, leadership etc cross checking
approval authority for all PTW / certificates, LOTO, SIMOPS systems, member of weekly SIAT / Audit by top management, incident investigation, follow up & in charge of actions tracking
systems resulting from SIAT / Audits / Inspections
- Ensured HSSE requirements are communicated to all projects & other related personnel and verify compliance (e.g through daily monitoring, wkly walk through, audits/inspections, meetings).
• Was hired as EPC Projects HSE focal point for shell contracts; office based in charge of coordinating CASHES aspects of Contracts conception stages through mobilization to de-mobilization stages. Works directly with the Projects Director & Manager with frequent visits to construction locations on land, swamp & offshores,
• Involved basically in placing invitations for projects execution personnel, selection & determination of competency as well a Identification of training needs as per contracts requirements, conducted personnel pre-mobilization procedures,
• Coordinated the activities of EPC HSE officers at different locations from onshore operational base, attended client joint contractors PHSER meetings, collated projects HSE statistics / Key Performance Indicators (KPI), conducted quarterly HSE SM review/approval sessions. Generally in charge of mentoring personnel behavioral based safety (BBS) & ensuring the workability of HSE SM, personnel HSE culture etc.
In charge of daily monitoring of drilling & shipyard operations onshore & offshore in Qatar North Field. Monitored, analysed/assessed & managed operations hazards, use additional Safety tools in incident identification & management, engaged in operations Risk Assessment & Management, Incident reporting, investigations & close out etc
In charge of Drilling operations Risk Assessment, Management & Control, ensured the Health Safety, Environment & Quality of drill-sites personnel, drill locations and drill-site automobiles / heavy duty machinery as well as third party HSE management.
Conducted orientation / Induction seasons for new arrivals / location visitors & during crew change / tours, conducted On-The_job Training for rig personnel, coordinated external courses with consultancies and was in charge of approved Company's Training Matrix amongst others.
Acted in roles typical of Construction Sites HSE Officer - office based initially & later site based during installation stage after tender / conceptual design stages, prepared sites specific site safety management plans for Exxon-Mobil-QIT contracts in Qua Ibom terminals, Akwa Ibom state-Nigeria.
• Participated in projects tender stages, prepared contracts bridging documents, attended series of client-operators projects review meetings, part of client’s pre mobilization & equipment inspection tours, personnel competency & selection process,
• Generally in charge of mentoring personnel behavioural based safety (BBS) & ensuring the effectiveness of the Health, Safety, Environment & Quality Management Systems (HSEQ MS), personnel HSE culture etc.
Acted as construction Project SHE Coordinator to Exxonmobil - QIT fire water systems rehabilitation - office based.
Basically prepared all 8 projects site safety management plans - reviewed & approved by Exxonmobil projects engineers before mobilization to QIT, Eket.
• Higher Diploma (Technical studies) is a Bachelor's Degree equivalent qualification in Environmental Management Engineering (Attested in the UAE Embassy & IQAS Canada) From Nigeria Petroleum Training Institute - P.T.I, Warri. Delta State -Nigeria. • Technical Diploma Certificate in Industrial Safety (Attested in the UAE Embassy & IQAS Canada) From Nigeria Petroleum Training Institute- P.T.I, Warri. Delta State -Nigeria. • UK International Civil Aviation Authority License - I.C.A.A (offshore operations) From Qatar Aeronautical College, Doha-Qatar.
A 3 years Technical Diploma in Industrial Safety from the Federal Petroleum Training Institution established by the Federal Government of Nigeria to train oil & gas Human Resources manpower to operate the Nigeria oil & gas sector as well as required in the diaspora.
This is a MANDATORY 6years college studies & examination; on successful completion a candidate is qualified to attend any Tertiary institutions (University/Polytechnic) for degree/diploma studies. It is conducted for all colleges in West Africa (Nigeria) hence it's examination board is called West African Examination Council - WAEC
