1. Interviews, selects, and trains or schedules training for Contract Services Officers and other lower-level staff.
2. Assists with the development of performance standards, operating procedures, reporting systems, and training programs.
3. Manage the tender development and tender evaluation process including on and offsite tender clarification meetings with contractors where necessary.
4. Resolve contract payment disputes and confer with contractors and other divisions concerning contract payments and compliance.
5. Prepares and directs the preparation of reports, resolutions, and recommendations to the Executive Office.
6. Establishes standards for contract administration, and assures that contract administration is being conducted according to standards.
7. Establishing scope of authority, clear lines of communication and reporting and specific individuals who will interact directly with the contractor.

3. Monitoring the contractors progress and performance to ensure goods and services conform to the contract requirements.
