General Duties & Responsibilities
•Compliance with SEC standards and 5 star safety management system.
•To develop, implement and maintain the H.S.E management system in all respects to ensure risks to third parties / contractors / workers are understood and controlled
•To monitor external best practice developments and legislative requirements and translate these into Company's HSE policy, ensuring continued compliance and industry leadership
•To work with the Client Management Team to build knowledge and awareness of issues, approaches, techniques and methods
•To identify potential and future strategic risks and how they should be minimized or eliminated
•To monitor reporting arrangements and data to identify trends and early warnings of possible issues and recommend appropriate action to Management
•To participate in weekly, Monthly meetings & resolve the issues raised by client or contractor.
•HSE staffing requirements and schedules; preparation of certification/classification programs and the preparation of the supporting HSE documents; coordination and execution of Safety Cases and support studies;
•Hazard Analysis; Fire Protection Specifications and Environmental Impact Assessments as required by certification or regulatory entities.
•Ensuring the project site adheres to company and regulatory HSE standards and guidelines. To liaise with the Client’s representative regarding all matters outside of agreed delegated levels of authority.
•To provide training, management and guidance to directly employed staff in accordance with contract and works within the guidelines of the client’s and company.
•Support the implementation of Environmental Health and Safety (EHS) related activities and programs
•Responsible for the planning and scheduling of works for all activities in the facility.
•Attend regular site tours and ensure planning operations are carried out smoothly.
•Successful completion of scheduled activities. Prompt and courteous response to requirements
•Generate, collate and submission of monthly reports
•Conduct and review plant operation, emergency plan and contingency plan
•Perform emergency support duty, if required
•Manages trains and supervises HSE employees, inspectors, and other employees working in the HSE department on a project through an expert knowledge of the Company’s HSE standards, programs and goals.
•Manages the application of HSE procedures as established by the Company on a project site or in an office through departmental training.
•Provides input for HSE permit preparation on projects by maintaining expert knowledge of current guidelines and regulations
•Develops, customizes, and supervises the implementation of HSE programs, including project site-based HSE orientation, recognition and awards programs, to all levels of project staff to ensure a balance between productivity and the safety of project staff and visitors in accordance with applicable laws and regulations
•Initiates and maintains HSE standards and goals through company and/or project wide HSE programs to heighten awareness and ensure a safe and productive work environment
•Supervises the monitoring of HSE metrics in order to provides recommendations to HSE management when necessary to meet Company HSE standards and goals
•Oversees the development of approaches and solutions to HSE-related issues including managing investigations of accidents and near-misses, summarization of findings, and recommendation of strategies to prevent recurrences; supervises proposals and the implementation of a course of action approved by the Company and the Client
•Supervises the preparation, maintenance, retrieval, and communication of records, reports, or documents that may be required to meet corporate or regulatory requirements, including monitoring the application of HSE standards and goals
•Liaise with Security team to provide site level tactical support on overarching Security programs. E.g. Emergency, rescue, safety and fire protection, fire -fighting systems and necessary trainings
•Implement the Project EHS Plan and monitor compliance with it with the overall objective of having zero accidents/incidents on site.
•Ensure Fire prevention, testing of smoke and heat detectors, conducting drills.
•Implementation of safety polices and safety procedures for site.
•Inspection of 100% tie-off policy. Make daily reports and submit to immediate supervisor.
•Maintain all safety-related documents such as Weekly and Monthly Inspection Reports, Make daily Inspection to the workers if they are prescribed safety outfit.
•Make monthly Inspection of moving equipment’s and fire extinguisher, ladder etc.
•Make sure all workers if they are wearing required PPE at job site such as Full body Harness, Safety Shoes, Helmet, Safety Glass, Eye Goggles, Earplug and Mask.
•Ensure implementation of work permit system on site.
•Update statistics records of on and off job injuries for company employees.
•Ensure to follow OSHA’s standards and codes or country regulations.
•Ensure Weekly safety inspections with client /Contractor
