• Developing and implementing site-specific Contractor Quality Control Plans (CQCP) including, Definable Feature of Work, Inspection and Test Plan in full compliance with USACE specification requirements.
• Executing the Three-Phase Control System (Preparatory, Initial, and Follow-up) for all definable features of work to ensure strict adherence to contract specifications.

• Overseeing field and laboratory testing procedures, ensuring accuracy, compliance, and use of certified labs.
• Identifying and tracking non-conforming work, enforcing corrective actions, and verifying resolution to maintain compliance and quality.
• Served as the primary liaison with USACE COR/QAR personnel, attending all QC meetings and facilitating open coordination.
• Monitoring and enforcing subcontractor compliance with quality control requirements under the Three-Phase system.
• Maintained organized QC documentation, including submittals, inspection records, test results, and correspondence for Government review.
• Held and exercised stop-work authority to enforce quality compliance, promptly resolving all identified deficiencies.
• Utilizing the QCS/RMS system for daily reporting, submittal tracking, and three-phase inspection documentation in accordance with USACE project requirements.
