Based in Beirut; BIO carries out Engineering, Proposals and Procurement of (Arabian Bemco’s) projects allover the Middle East;
Bemco is a Major Power Contractor in the Middle East with annual turnover near SAR 8 Billion.

Scope of work:
•Prepared and implemented Procurement Policies and Procedures and prepared Statement of Requirement (SoR) for the implementation of ERP Oracle’s J D Edwards EnterpriseOne (JDE). Supervised mapping and implementation of Distribution Module in JDE (Consultant is BTAT of KSA).
•Managed procurement interface with engineering to obtain bid packages in a timely manner and in proper bid formats to ease the processes of bidding and evaluation of the vendors for selection.
•Prepared and negotiated procurement contracts and construction subcontracts.
•Directed expediting of deliveries, through production control system, starting with engineering to submittals and procurement of the component parts of the equipment, to fabrication, Factory Acceptance Testing (FAT), up to the delivery of the equipment to appointed forwarders and to the site… all through rigorous follow-ups and planned control expediting and quality control visits to subcontractors’ facilities... through BEMCO’s own staff and/or by third party expediting teams visits.
•Directed; and prepared detailed procedures for logistics; shipping and inland transportation, site receiving, storage safety and control, material issuing to construction activities.
•Managed approved vendors data base.
•Participated in preparing an (Integrated Engineering and Procurement Standardization Manual)
POSITIN OVERVIEW:
Technical manager’s position was created to make the necessary turn around in the company, Utilizing my Personal expertise of engineering systems and material prices, ... to integrate, Estimation and Engineering Departments, into Procurement. . Managed a total of 50 procurement and estimation staff.
Reported to EVP General Manager
Scope in Estimation:
Evaluated and decided on tenders, bid/ no bid.
Selected contractors & suppliers to bid for the different systems.
Reviewed technical evaluations and commercial comparison sheets prepared by estimators and advised on further actions to complete a proper bid evaluation.
Negotiated discounts with bidders. Issued conditional letters of intent.
Projected best buys for major subcontracts, equipment and materials, (when final discounts could not be secured, from the bidders).
Reviewed costing of staff, equipment, indirect costs and the technical submittal of the bid.
Decided on contingencies, Margins, and signed the bid package.
Scope in Engineering:
Discussed alternative solutions and value engineering alternatives with the engineers.
Advised on appropriate civil and architectural details to that must be implemented in shop drawings to fulfill the contract’s requirement, and increase profitability.
Advised on appropriate solutions to complex construction problems.
Major Achievements:
Combined efforts of procurement and estimation engineers, to form a cohesive team.
Integrated data base of Procurement and Estimation Departments
Developed estimation policies, procedures, and department manual.
Implemented Baan Estimation package as a part of Baan (ERP) across the company.
Prepared a RAM chart. Assigning responsibilities and accountabilities
Secured major contracts at reasonable margins, when work was very badly needed.
Reduced administrative costs, and project’s idle time significantly.
POSITION OVERVIEW:
Re-organization of a centralized procurement department, purchasing more than USD 100 million per annum of Building and Civils, and Electro-mechanical works. Managed a team of 30 Procurement staff.

Discussed technical issues with the contractors to ensure that the specification are understood and shall be met.

Carried out technical discussions with the consultants about economically viable substitute engineering systems

Achieved high savings on subcontracts & materials budgets, improved company’s bottom line.
Created a plan to reduce company’s inventory, by motivating procurement and project engineers, to tap in company’s inventory and project materials.
Developed a material filing /grouping system based on CSI Master Format
POSITION OVERVIEW:
Managed MODA Jizan Military housing project (SR 46 millions). The assignment of an off-site project manager was necessary to manager the relevant engineering and procurement activities that were carried out from Al-Khobar.

scope of work:
Managed the project from Al-khobar, in coordination with the site manager in Jizan.
Managed the purchasing process; requisitions, purchase orders, and delivery control.
Managed subcontractor’s performance and ensured quality and timely deliveries
Managed the design, engineering, shop drawings, and controlled value engineering.
Major achievements:
Fulfilled timely completion of the project, after a significant delay on the original construction schedule, leading to a promotion to a time sensitive new assignment of Procurement Manager.
Built and Managed the construction of Residential Appartment Buildings.
Dumez is a Publicly Traded French company. It is one of the largest construction companies in Europe. A member of (Lyonnaise des Eaux-Dumez Group); its annual turn over is near 15 Billion Euros. Dumez works in more than 70 countries all over the world with hundreds of thousand employees.
KFIA (Royal Terminal); was contracted from Project Manager Bechtel corporation (USD 120 millions)
Position overview:
Deputy Construction manager: assisted construction manager in contract, subcontract and suppliers management, technical /engineering affairs, and contract claims.
Reported to the project manger in matters of claims, and financial nature, and reported to the construction manager in subcontract, and supplier’s problems; and technical / engineering affairs.
Scope of work:
Coordinate the works of all client’s nominated subcontractors and DUMEZ major sub-contractors, and suppliers, to insure timely completion of the subcontract’s works.
Review and approve subcontractors’ progress payments.
Manage the quality control program, in the workshops of subcontractors.
Prepare method statements, for major construction works.
Develop most field sketches, to cover-up the short fall of shop drawings.
Control fabrication and manage erection of structural steel subcontract works (3300 tons).
Control production and manage erection of pre-cast panels subcontractor’s works.
Attended progress meetings with subcontractors and the Contract Manager Bechtel Corporation.
Major Achievements:
Managed the (problematic) subcontract of one of the world’s largest frameless glass curtain walls, including innovative connections details design and testing, and finally; the successful testing of the mock-up in the USA, and manage erection of the curtain wall.
Administered builders risk insurance claims.
Prepared the case and documents for claims relevant to the main contract and subcontract works.
(OMACO) is a major business group in Saudi Arabia it has different functional divisions; Construction, and Motor Vehicle Periodic Inspection (MVPI), and Food divisions, etc. Annual turn over is more than SR 2 billions.

1) OMACO services DIV.: Construction of 19 (MVPI) stations.
2) OMACO services DIV.: Construction of 2 large automated warehouses for automobile parts (Alaman).
3) OMACO food DIV.: Supervision of the design of 3 factories; carton boxes, canned food, biscuits.
4) OMACO contracting DIV.: Construction of 35, 000 Sq. m. at the Diplomatic housing project, subcontracted from Dumez. Reported to Managing Director.
MVPI, Alaman, and Food factories: Construction Manager:
Scope of work
Manage the construction of 19 Motor Vehicle Inspection Stations (MVPI).
Manage the design, and construction of 2 large automated spare parts warehouses for automobile parts (Al-aman) a company subsidiary to (OMACO).
Manage the design of Biscuit, Conserved canned food, and Carton boxes factories of OMACO.
Award the design contracts, supervise the design process, approve engineering and details.
Launch bid packages, evaluate bids, and award contracts to successful contractors.
Supervise and manage subcontract works and manage contract claims.
Control purchasing and site expenses.
Evaluate and authorize progress payments.
Coordinate the requirement of the vehicle inspection equipment with the equipment supplier Somitomo (Japan).
Diplomatic Housing Project: Project manager:
Scope of work
Supervise the design and shop drawings, and manage the quality control program.
Lunch bid packages, evaluate, award, manage, evaluate progress, and paid subcontractors.
Manage the procurement of the equipment, and material.
Manage the company’s own work force and subcontractors crews.
Coordinate the works with the main contractor (Dumez).and the consultant (Leo A. Daly) USA.
Almabani (General Contractors): is one of the largest contractors in Saudi Arabia; their offices and projects are all over Saudi Arabia Lebanon Qatar and Bahrain. They are involved in major construction projects. Almabani turn over is more than SR 1 billion with thousands of employees.
Position overview:
Site Manager: Buraydah TV Production Center Project (USD 47 millions)
It is a Joint Venture between Almabani, and Thomson CSF (TV equipment manufacturer-France). The JV had the contract with the Ministry of Information for all TV Production Centers and Transmitting Stations of Saudi Arabia, In charge for the management of all site works. Reported to the Projects Manager, based in Riyadh.
Buraydah TV Production Center; Site Manager:
Scope of work:
Manage; Almabani own work force, and the subcontractor’s works.
Direct an identical project; Medinah TV production center, conduct weekly coordination visits.
Manage on-site subcontracting and purchasing; manage insurance and contract claims.
Prepare method statements and field sketches, including subcontractor’s works.
Approve progress billing of the subcontractors and prepare billing to the client (MOI).
Coordinate the works with Thomson-CSF, and the consultant ADETE (France).
Scope of work at other projects:
Selected by the Ministry of PW, as a committee member, to investigate structural damages of the Ministry of PTT building (contracted by Almabani). The committee conducted destructive and non-destructive tests and found defects and proposed repair solutions to the structural damages.
Worked on the wrap-up of civil works of Air Conditioning systems replacement, at (4) Royal Palaces.
Worked on bidding and preparing tenders for several projects.
Technical Advisor to the General Manager
Nov1980 to March 1982
Position overview: Technical adviser to GM, Authorized company representative, Project Coordinator.
Scope of work:
Authorized to negotiate and finalize contract agreements; monitor progress and control the engineering and preparation design drawings of:
1) The National Theatre of Damascus, with AUVE Arup & Partners; (UK).
2) Power Station at Al-Hama, with Fischer & Partners; (Germany).
3) University Hospital in Lattakia. Design and supply of hospital equipment, with Hospitalia (Germany).
Coordinate the construction and report progress for the following projects:
1) National Theatre (Damascus),
2) National Library (Damascus),
3) Military Academy (Aleppo),
4) University Hospital (Lattakia),
5) Textile mill (Lattakia),
6) Blankets mill (Homs),
7) The completion of the Main Terminal, the extension of Airport Runways and Parking Apron at Damascus International Airport.
Position overview:
Engineering Manager: In charge of the design, the preparation of engineering, design drawings, and shop drawings of all engineering disciplines of all construction projects at Milihouse.
Scope of work
Manage a central engineering office of 60 architects and engineers and more than 90 draftsmen.
Prepare design, drafting standards, library of typical details, and organize master files.
Prepare design and drawings schedules, monitor progress of engineering works.
Monitor progress of satellite engineering offices working from company’s branches, and project’s sites.
Coordinate the requirements of major equipments, and reflect the details on shop drawings.
Coordinate different engineering disciplines to develop construction coordination drawings.
Develop special construction, structural and architectural interface details.
Assisted in the civil and structural design of 2 new air bases with complete support facilities; including, typical underground bunkers of the air defense operation centers
Designed many services buildings in different Airbases
Assisted in managing the civil works of the concrete culvert and base-course construction groups
