1- Develop and implement new solutions and processes:
- Ask the right questions to get processes and requirements clear from the business, coach the domain experts to translate their content expertise into IT requirements.

- Maintain helicopter overview on War Child processes, pro-actively signalize and action potential overlaps and solutions across functional and departmental domains.
- Translate business processes to usable cases and system requirements, translate user needs to system developers and system solutions.
- Supervise plans and conduct implementation of developed functionalities.
- Coordinate and develop (programming) complex reports and selections (e.g., KPIs).
- Facilitate projects being delivered with the right quality, result and on time.
- Act as the liaison officer with development teams or external vendors who help War Child to implement new or innovative solutions.
2- Manage the Business & Change component:
- Lead and enable change process to create sustainable change. Focus areas: Awareness of the need for change, Desire to participate and support the change, Knowledge on how to change, Ability to implement required skills and behaviors, Reinforcement to sustain the change.
- Proactively communicate with all stakeholders including the business keeping them informed and satisfied.

- Coach domain experts in translating their business needs into new processes and usable user stories or functional designs.
- Have excellent communication and influencing skills both verbally and written and can effectively communicate with users and developers but can also give a good presentation to Board Members.
- Advocate for change and identify and manage resistance in internal organization.
- Identify extra needs and opportunities for improved acceptance and valuable follow up trajectories.
3- Functional Lead - Additional Responsibilities:
- Advise and support leadership on operational decision making/planning.
- Lead contact within the IT team for day-to-day queries/escalations/guidance on operational matters.
- Co-develop and optimize Information Technology related policies and procedures and coordinate and ensure their implementation and adherence.
- Recognize and drive operational areas for change and improvement.
- Actively ensure all regulatory requirements are fulfilled.
- Provide specialist IT input to the wider team regarding global IT operational initiatives.

Coordination: Provide technical, coordination and organizational support to the reactivation of the MoE's EMIS Technical Committee that is responsible for overseeing, guiding and advising on the administration and management of OpenEMIS in Jordan. This includes, but is not limited to, the coordination of inputs to key strategic documents such as the EMIS policy, and the application of software development standard operating procedures (SoPs) in decision-making.
Policy Advice: Provide technical support in the finalization, endorsement and operationalization of the EMIS policy to fully institutionalize EMIS functioning within MoE. Provide technical assistance in developing a sustainable maintenance strategy, including a Disaster Recovery Plan, as per the EMIS Policy.
Technical Assistance and Capacity Development: Provide the necessary IT technical advice to further develop the capacities of the MoE's management of the EMIS platform (from both a hardware and software perspective). Provide technical assistance to support the implementation of the MoE EMIS Operational Workplan. This includes: Support in updating and institutionalizing the EMIS Operational Manual. Assist the MoE in their design, content, organization, and delivery of capacity development activities, resources and tools, including, but not limited to, training and rolling out the new features of EMIS to the relevant MoE units at central and decentralized levels. Support the technical analysis of data integration with different existing internal or external database sources and recommend feasible, sustainable, and cost-effective solutions.

ICT Administration: Keeps an updated inventory of all ICT equipment, in compliance with internal procedures. Follows standard procedures for loans and attributions of ICT equipment and software, ensuring messages exist, approvals are correct, forms are completed and signed, and properly monitoring returns and reacting when necessary. Knows, respects and monitors ICRC ICT policies, procedures and institutional standards.
ICT setup: Installs, adapts and maintains all professional ICRC Informatics equipment (computers, servers, printers, peripherals, internal networks, power systems, cabling, connections and internet facilities) respecting internal standards and procedures. Installs, programs, adapts and maintains all professional ICRC Radio equipment (HF, VHF, UHF, modems, antennas, cabling, power systems, batteries) respecting internal standards and procedures. Installs, programs, adapts and maintains all professional ICRC Telephone equipment (Sat phones, faxes, switchboards, wireless units, telephone sets, in-doors cabling and connections) respecting internal standards and procedures. Assists technical superior and colleagues on the implementation of ICT projects in his/her AoR. Shares knowledge and maintains technical and administrative information updated following internal documentation and reporting procedures.
ICT Logistics: Creates and follows Internal Requests as per internal procedures and standards. Prepares all shipments of ICT equipment and makes sure that items travel properly and safely packed and accompanied by the necessary documents as per ICRC procedures (PL, WB…). Liaises with Logistics following procedures and keeping proper reporting and filing. Receives and acknowledges all shipments related to ICT equipment, and reports in case of defect.
ICT Workshop and Stock: Repairs or sends for repair faulty ICT equipment. Maintains the ICT office/workshop and the ICT stock clean, in order and secured. Ensures that basic stock item positions do not go below minimum levels and reacts timely.
ICT Technical Support: Provides ICT Technical Support to users on working days, handling and prioritizing requests according to established internal procedures. Relies to 2nd level support (GVA ICT Service Desk or his/her technical superior) when needed and follows up until completion. Always projects a positive and service-oriented image of the ICT department.
