Procurement Engineer (Duties)
Review and analyze projects documents including scope of work in Mechanical, Electrical and Civil disciplines.
Study the drawings and specifications to take out of bill of quantities. Prepare queries studying the bid engineering packages.
Generate and follow up Requests for Quotations for materials. Refer Specification Standards for materials as and when required
Search for the material suppliers and manufacturers as well as Saudi Arabian market. Interface with Purchasing personnel. Provide necessary technical documentation support.
Discuss with Sales Managers, Engineers and Executives of material suppliers for offers including technical specifications, quotations, catalogues and data sheets.
Cost negotiations.
Review/ Evaluate materials and services quotations technically and commercially.
Estimate materials costs.
Attend Client's job explanation meetings.
Coordinate requirements of worksite projects control team. Arrange procurement of materials (civil, electrical and mechanical materials for oil and petrochemical industries including for the turnaround and shutdown works of the Plants).
Comparison of offers.
Reporting, discussing details, recommending source selection
and award of P.O.
Place Purchase Orders.
Monitor and assist material procurement activities.
Follow up delivery of materials with suppliers. Avoid delays for materials. The recentlv procured materials include manhole covers, chain link fence, fire rated
hollow metal doors, epoxy coated rebar, RTR pipes and fittings, grits, bullet
resistant
glass and
cable trays.
Interface, liaise and consult with General Manager, Project Managers, Project Coordinators and Project Supervisors regarding materials delivery schedule. Coordinate with Procurement In-Charge, Finance Controller and Accountant.
Performs the physical or administrative tasks involved ni the shipping, receiving, and storing of materials, parts, supplies and equipment.
Supervise off-site activities of medium size engineering projects. Organize and coordinate engineering tasks in a timely manner.
Preparation of costs. Collect and report costs information. Provide assistance to estimate total project costs.
Support tender's commercial and technical proposals to meet Client's requirements for projects works.
Preparation of technical submittals such as Work Gantt Chart, Work Plan Approach, Method of Statement, Execution Methodology, Safety Manual and QA/QC Plan.
Prepare technical and commercial proposals. Submit tenders timely for tenders of various types of jobs.
Answer queries for questions raised by Contract Advisors of Clients for technical evaluation of tenders.
Submit shop drawings, material specifications, inspection and test plans and follow up for approval.
Study Contracts. Review contractual and
material obligations during purchasing
process.
Identify recruitment requirements, advertise through
different methods and source
manpower such a s safety officers for projects.
Communicate and conduct meetings with Client Engineers.
