Implemented a quality management system for Broward County Transit’s $16 Billion transit system, that includes new local bus routes, realignment and extension of existing fixed bus routes, expansion of the community shuttle program, and other multimodal investments and transit facility expansions and improvements.

SFRTA - Tri-Rail’s Pompano Beach Station Improvements, Quality Assurance Manager. Provided construction quality assurance for Tri-Rail's first 100% solar-powered station. The project included a complete station renovation and significant passenger and vehicular circulation improvements. This project received the 2011 TIGGER award for its innovative green technology, including solar power and vehicle charging stations. It achieved the Gold LEED certification, making it the first "Green" station in Florida and Tri-Rail's future prototype.

O.R. Colan Associates, National Proposal Director. 4/00-2/09. Managed the entire proposal development process, which involved drafting substantive and creative responses, designing and layout, and producing technical and business proposals for public sector projects. Ensured teams were at the forefront of project opportunities with the Federal Aviation Administration (FAA); Federal Highway Administration (FHWA); National Highway Institute (NHI; training branch of the FHWA); Federal Transit Administration (FTA); General Services Administration (GSA); and Housing and Urban Development (HUD), redevelopment agencies and engineering firms. Management Sciences for Health - HS2004, Republic of Haiti, Government Senior Contracts Officer. 2/96-6/99. Tasked with providing contract compliance and grantee pre-qualification to local non-state organizations that provided prenatal, maternal health, and child survival services by implementing a grant under contract (GUC) program that included a portfolio of over 1, 000 agreements. Authored a contract and procurement manual for project staff and Ministry of Health officials. Recognized by the USAID Regional Contracts Officer for having independently negotiated, awarded, and monitored contracts that would have merited a staff three times as large to manage.

ABT Associates - VASHDOM, Russian Federation, Government Finance, and Contracts Officer. 8/94-2/96.Tasked with contract compliance and pre-qualification reviews of subcontractors under the $50 million USAID-funded program that was the centerpiece of the 1994 Clinton-Yeltsin Accord, implementing a housing voucher pilot project providing private property rights to over 2, 000 demobilized Russian military officers. Recognized an over-complicated federal system of international project funding and designed a streamlined, financially compliant account liquidation system that achieved a 50% reduction in the processing time of international cash advances essential to conducting foreign field operations.
