DUTIES AND RESPONSIBILITIES:
- Coordinate and assist with contractor prior to local authority inspection requirements (i.e. DEWA (HV/LV Inspection), Civil Defense Authority, TECOM, DM, DU Telecom Inspection)
- Implementation of quality plan which include inspection, testing, documentation and ensure the compliance with approved shop drawing, code and standards, technical specification, local government regulation, manufacturer recommendations and client requirements.
- Prepare Project MV & LV schedule load calculation and single line diagram, maximum starting current calculation and required documentation for DEWA-Design NOC application.
- Review Contractor/ Sub-Contractor’s Submittals (Design Drawings, Shop Drawings, Material Submittal, Inspection &Testing Plan, Method Statement) for comments and approval.
- Review Contractor/ Sub-Contractor’s As-built Dwg., Operation and Manual Submittal, Site Theory/Training Program, Commissioning Report prior for TOC document approvals.
- Attend FAT (Factory Acceptance Test) visit for MVSG, LVSG, PLC/SCADA panel & equipment as representative for Consultants side prior for acceptance/dispatch of panel & equipments.
- Attend Work Inspection Request, Material Inspection Request, Testing and Commissioning Inspection Request issued by contractor/sub-contractor for comments and approval.
- Testing and Commissioning Inspection of MV cables/equipments (11kV Switchgear, 11kV/0.4kV Power Transformer, 11kV Soft Starter-CHILLER)
- Testing and Commissioning Inspection of LV cables/equipments (LV Switchgear, MCC, MDB, Softstarter, VFD (Condenser Pump-630kW, Secondary Pump-500kW, Primary Pump-315kW, Cooling Tower-160kW), SMDB, FDB, UPS, ATS, Generator, Capacitor Bank, Harmonic Filter)
- Testing and Commissioning Inspection of Fire Alarm & Fire Detection System (FM200/CO2) based from Fire Cause and Effect Matrix and Central Battery (Emergency/Exit).
- Testing and Commissioning Inspection of ELV System (Access Control System, CCTV, Structured Cabling, Intercom)
- Testing and Commissioning Inspection of Instrumentation/Control System (PLC/SCADA, BMS, Integrated Test, I/O data points checklist, Field Instrument Checklist)
- Inspection of water leak detection system and fiber optic cable for Chilled Water Network.
- Initiate remedial or corrective action by issuing SI/SON /NCR to performing contractor.
- Respond to correspondence through email/letter directed by Resident and Senior Engineers.
- Observe Environment, Health & Safety procedures for all inspection & testing activities.
- Prepare report to ensure and monitor the project meets the planned construction schedule versus the actual status, and to avoid any delays of activities.
- Prepare final project snag work list and outstanding list prior for TOC documents.
- Coordinate and assist in quantity surveying works.
- Coordinate with client representative related to inspection, testing activities & documentation.

FIELD ASSIGNMENT:
RUWAIS REFINERY EXPANSION PROJECT - TAKREER PROJECT
EPC #6 - TAKREER NON-PROCESS BUILDING
PMC: ENGINEERING CONSULTANT GROUP (ECG)

DUTIES AND RESPONSIBILITIES:
- Prepare and coordinate for the documentation & drawings of the projects through in-house draftsmen and subcontractors.
- Engage in electrical design team for schedule of load calculations, transformer and generator sizing, over current protection/cable sizing, cable tray /conduit and schematic diagram.
- Preparation of DCA (Design Concession/Change Authority), CRS (Comment Resolution Sheet), SMS (Site Modification Statement) prior for submission/approval from PMC.
- Preparation of MAR (material approval request), prior for submission/approval from PMC.
- Coordinate with other electrical engineers in the implementation of the electrical system design and also with other discipline such as civil, architect and mechanical engineers.
- Reviews, Checks and Verifies the contractor, vendor design drawings and equipment data sheets versus the actual field conditions and make corrective actions for any discrepancies.
- Responsible for electrical installations and direct supervision to the electrical sub-contractors in handling all the electrical works.
- Prepares snag list/punch list and balance of work for supplier and sub-contractors.

DUTIES AND RESPONSIBILITIES:
- Leads a team of Electrical which performs the following activities:
- Installation of cable tray (raceway/perforated/ladder type), RGS conduit, uPVC pipes
- Internal & underground cable pulling of HV / LV cable, Instrument & control cables, ELV cables (LAN/PAC/PAS/ CCTV), Fire Alarm and Gas Detection cables, HSSD System
- Erection and testing of electrical (HV/LV) panels such as HVSG (33kV), MVSG (11kV), LVSG, MDB, SMDB, MCC, UPS, Battery Bank, Capacitor Bank, Power Transformer (33kV/11kV, 11kV/.4kV), AHF.
- Erection and testing of electrical (ELV) system such FACP, HSSD, MDF, IDF, PLC panel
- Installation of Light fitting, welding & convenience outlet, isolators.
- Installation of public address speaker, card reader, exit pushbutton, magnetic door lock, LAN outlet, CCTV.
- Installation of smoke/heat detector, gas detector, alarm horn, clean agent release, beacon light, manual pull station, emergency and exit lights
- Cable glanding & termination, cable tagging, ferrule marking
- Insulation resistance test, Hi-pot test, loop test, earth resistance test, contact resistance test, torque test, ELCB test
- Cathodic protection for underground steel pipe and tank
- Plan & schedule labor, material and equipment efficiently and within set time frames.
- Carry out engineering calculations, raising technical RFI’s for technical design deficiency
- Ensure inspections and tests are performed to verify that system conformity is achieved.
- Prepare materials take-off & cost estimate for variation works and requisition.
- Monitor performance and progress of the work in relation to agreed program schedule.

Specific:
- Check and verify Construction Schedule and update the same with the progress of construction.
- See to it that Contractors obtain all necessary permits, clearances, right-of-way, and similar licenses which may be required in the course of the construction work.
- Assist the Contractor to provide required cost engineering personnel to set up and maintain complete cost records as required by the OWNER.
- Assist the Contractor to provide and maintain an adequate system for receiving, storing, accounting in the issuing of materials, supplies, tools, and equipment received at the job site.
- Arrange for and supervise the entire required field testing of materials, equipment, system, etc.
- Make it sure that contractors are complying with the plans and specifications both in quantity and in quality.
- Enforce compliance by the Contract with the site rules and regulations governing contactors and construction workers.
- Check that the Contractor shall comply with all construction-related government laws, ordinances, rules, regulation or orders as provided in its contract.
- Process and submit recommendations pertaining to all requests for payment.
- Verify and check the Contractor’s As-Built mark-up prints.
- Conduct jobsite meeting and technical meeting. Prepare the minutes of meeting.
- Prepare monthly progress report comparing the actual progress of the work with the work schedule.
- If changes in the work shall be required, resolve such conflicts and make such changes as shall be in the best interest of the Owner. All changes shall be made by written Change Order.

- Review and study the construction plan, specifications, and other related contract document.
- Provide effective work schedules of manpower activities and resources distribution to assure target date completion.
- Provide close site supervision to comply with the plans and specification both in standard quality and quantity.
- Prepare materials take-off and cost estimate if necessary, (revision / additional works /requisition).
- Prepare materials requisition and inspect its specification and quantity on the delivery.
- Prepare monitoring report concerning project status.
- Attend coordination meeting with project management and trade contractor
- Prepare as-built plan and shop drawing proposal.
- Prepare work permit, inventory, gate pass.
- Effective decision making to technical concern of staff and workers.
- Conduct electrical test on entire electrical system (phase sequence test, phase balancing test, insulation resistance test, operational test, etc)
- Supervises all electrical works (piping, mounting, cable pulling, termination)of the ff: MVSG; Transformer, LVSG, Capacitor Bank; Synchronizing Panel; UPS; ATS Panel; MDP; Sub-Panel board; Feeder/Lighting/Power Layout.
- Supervises all auxiliary services (piping, mounting, cable pulling) of the ff: Telephone/Data Layout; FDAS; CATV/CCTV Layout; Gas Detection System
