Construction and commissioning of New Hospital Facility (EPC) ADNOC Offshore, Das Island, Abu Dhabi
▪Support the HSE Manager in mentoring and advising of the Project manager, Construction Manager and all Staff about HSE requirement in order to guarantee HSE technical and regulatory compliance;
▪Assist in identifying of HSE Local Legal and ADNOC Requirements and supervise their correct implementation of Construction activities (includes supplier and subcontractors) and Sie HSE Management System.
▪Ensure the HSE KPI monitoring and implement reports in relation to the Client and Local Authorities Requirements;
▪Implement HSE reports with the project status progress of the activities (incidents, near misses, control sub-contractors, KPI etc.) to be submitted to Project Management team and Client;
▪Prepare, maintain and implement all documents and procedures needed for the Project, in accordance to Local Legislation, HSE Client Requirement (Site HSE Plan, Environmental Construction Plan, etc) under the HSE Manager supervising;
▪Support in the implementation and maintaining of all documentations and procedures needed for Project, in accordance to HSE Local Legislation, HSE ADNOC Requirement and the HSE Management System;
▪Participate / Conduct HSE audits including sub-contractor and provide HSE improvement proposals stating: the non-conformance, proposed corrective action, required resources for corrective action and plan of implementation
▪Support in HSE coordination activities organizing weekly and monthly HSE meetings and providing guidance for the activities in accordance with HSE law, standards and codes,
▪Participate to the ongoing HSE hazard identification, risk assessment, determination and implementation of necessary control measure and to the identification and management of Local potential emergency situation for the Project;
▪Implement the method statements hazard analysis and risk assessment preparation for every construction activity, communicating the risks to the work crew (awareness and training program) and audit implementation for compliance;
▪Identify areas of improvement of Environmental performance by the implementation of Improvement Plans, recommend and monitor the HSE objectives and improvement targets and provide periodic feedback to the HSE Manager;
Conduct onsite inspections for monitoring site’s HSE compliance and report results to the concerned for needful action to close and avoid reoccurrence.
▪ Conduct internal audit as per schedule to verify the HSE compliance against standards, procedures and policies as part of gap analysis and provide assurance to the management
▪ Provide support in Implementing and monitoring behavioural safety program (HSE Observation, etc.) for the personnel in the site
▪ Inspect and report on daily basis the work areas on site to assure that HSE measures are
opportunely applied and HSE risk are individuated and monitored;
▪ Verify that the workers have all mandatory HSE training for using vehicles, plant and equipment, safeguards and works with critical risks (confined space works, working at high etc).
▪ Evaluate the needs required for site equipment and verify that all necessary certifications are in place
▪ Coordinate and lead in the investigation of accidents, incidents and near misses; ensure corrective action recommendations are implemented and auditing those for continuous effectiveness.
▪ Gather and analyse safety data and analyse injury and illness trends over time so that opportunities for prevention can be identified.
▪ Organize the weekly Emergency Response Exercise, and provide the performance report.
▪ Coordinates and conducts induction and safety training in accordance with the project OHSE program and Client requirements;
▪ Ensure that all visitors, vendors, and subcontractor (all tiers) personnel comply with HSE requirements.
▪ Stop the work operations, and intervene where there is imminent risk of an HSE impact or environmental impact occurs.
▪ Prepare the proper documentation and lead to the HSE Management review meeting for the project.
▪ Coordinate and participate in identifying and evaluating HSE hazards / risks and recommend measures to reduce them through company relevant Process Hazard Analysis technique
▪ Implement the themed inspection program on a weekly/monthly basis based on the outcome of observation/ incident analysis.
▪ Maintain the inspection records and audit reports as per the procedure and implement corrective and preventive action measures.
▪ Maintain and update action tracking system for monitoring and tracking the actions from audits, inspections, incidents and drills till closure
▪ Organise relevant HSE campaigns to create awareness across the work group
▪ Share lesson learned from the incidents and cascade the safety flash to all personnel
ADNOC Offshore (ZADCO) - Power Upgrade Project (EPC) Zirku Island, Abu Dhabi Develop Health and safety Management plan and oversee implementation of the same as per OHSAS 18001. Conduct HSE Management audits, Occupational health surveys and for compliance. Analytical study of HSE Trends based on monthly statistics Devise and implement Emergency Response Plan for the Onshore and Offshore operations. Participate and lead in change management, Hazop study and Risk assessments Develop Contractor safety Management guidelines and number of safety motivational / training programs for improved safety culture with in organisation. Verifies, through periodic (e.g. weekly) audit, the correct and complete application of the HSE legislation and the correct and effective application of the HSEMS. Evaluates the HSE contractual specifications Directs and coordinates the activities connected to the HSE Management Systems. Ensures the implementation of the HSE plan at the work site Identifies and evaluates the safety and environmental aspects of the Construction activities. Identifies and proposes KPI (key performance indicators), objectives and targets Conduct and organise HSE meetings. Assists the Site Manager in managing the emergencies. Manages the HSE reporting to Company Collaborates to the individuation of the applicable HSE legislation and the standards. Keep informed, by periodic reports, the Management about the status of the HSEMS System. Conducts investigation in case of accidents, incidents and near misses, and forward the reports to the Site Manager for submission to Company and-or concerned authorities. Interfaces with Company Representative for HSE matters. Ensures the implementation of each action connected to PPE Management as mentioned inside the relevant procedure. Assists Site Management in promoting a Safety prevention spirit within their respective work groups, according to the approved safety programs
ADNOC Offshore (ZADCO) - Power Upgrade Project (EPC), Zirku Island, Abu Dhabi Carrying out Duties and responsibilities of HSE Manager while actual on rotation leave/away from site Maintain and control daily HSE practices with regular checks of work sites, ensure that hazards are identified, precautionary measures are taken and advice trades Supervisors on HSE matters. Monitor and control implementation of all procedures related to the maintenance and effectiveness of safety, lifesaving and emergency equipment and inspect work activities and equipment to ensure correct operation and that procedures are implemented. Ensure that effective records are kept and updated Promote safe working systems and procedures. Monitor and advise on proper application of "Permit to Work" system, participating in actual "Job Watch" as and where necessary; such as installation of power generation facilities, step-up transformers, new high-voltage switchgear, power management system and associated facilities, hot tapping, mechanical sealing / plugging, entry into dangerous confined spaces and ensuring that all safety regulations and practices are adhered to. Coordinate and participate in identifying and evaluating HSE hazards / risks and recommend measures to reduce them through company relevant Process Hazard Analysis technique. Ensure that Health, Safety and Environmental programs and procedures are communicated and understood by all on-site personnel and participate in giving lectures and talks on such activities during scheduled inter-departmental HSE Meetings. Conduct frequent audits and inspections to ensure the effectiveness of HSE programs on critical operations/equipment and procedures at assigned location present recommendations for improvement and follow-up their implementation
Petroleum Development Oman(PDO), Off Plot delivery contract(ODC), Construction of new pipe line, X-Mas tree installation associated mechanical civil, Electrical and Instrumentation activity Nimr, Sultanate of Oman Ensure effective implementation of HSE plan, develop all the required documentation, operational checks and reports for the HSE Management System to be compliant with PDO/SHELL and ISO 14001 standards, including corrective and preventive measures. Conduct pre-operational risk assessments on new sites and advice risk mitigation measures. Conduct and participate in HSE inspections/Audits as per the HSE plan. Recommend corrective actions, and monitor that the follow up and close out of audits are promptly carried out for ensuring proper compliances to the client (PDO) and environmental specification and standards. Maintain HSE management system documents to ensure effective implementation of HSE policy and achievement of HSE targets. Conduct and take part in HSE meetings at corporate level and project level and explain the procedures, standards and HSE documents. Ensure effective use of HSE Tools such as TRIC (Tool Box Risk Identification Card) STOP (Safety Training Observation Programme) and JSP (Job Safety Plan). Assist in investigation of incidents and accidents, effective analysis and cascading of learning points and monitor implementation of recommendations Review the safety performance of the subcontractors under the project to provide an assessment report to HSE manager. Conducting company internal audit for Integrated Management System (IMS) and monitoring implementation of audit compliance plan. Perform duties as instructed by company HSE Manager time to time.
Petroleum Development Oman(PDO), Nimr Water treatment Project(EPC) Nimr, Sultanate of Oman Conducted HSE workshops for the projects and provided feedback to the management Act as a focal point on coordination for all HSE reporting including but not limited to monthly HSE statistics, Quarterly Performance, Reviews a near miss reports, Behavioural Safety Audits as per PDO satisfactions. Ensures the internal audit for Project is carried out in a timely manner and approval for the same is obtained from the Company. Ensure that all safety activities are incorporated on the Project plan and that no conflict exists which could prevent implementation of the approved HSE program.
