Strategy Development & Cost Analysis
• Develop community development projects in collaboration with USAID Contracting Office Technical Representative (COTR), Field Program Officers (DFPOs), Provincial Reconstruction Teams (PRTS) and other US/NATO/ISAF military contingents
• Identify and leverage program interdependencies to ensure synergy between the projects to promote benefits realization across the region
• Develop valuation methods and projection models for various potential developments using various construction cost and valuation models
Project Management & Leadership
• Manage, monitor, and track all aspects of projects from pre-development through budget commitment, budget closing and construction phases
• Oversee and manage regional portfolio of medium-sized infrastructure projects in partnership with municipal, provincial and district government agencies and local communities
• Manage project management teams accountable for multiple interdependent projects that span one or more functions
• Supervise project packaging, scheduling, design validation, work plans, progress monitoring, invoicing, and QA/QC to ensure that all deliverables include operations and maintenance (O&M) plan while project budget tied to
revenue sources
• Provide leadership in determining strategies, practices, and procedures for managing subcontractors, QA/QC and local staff
• Supervised workflow of project administration to establish operational priorities and deliverables as well as acted as the key point of contact to different parties involved
• Prepared/updated project status reports, processed purchase orders and invoices, updated tracking reports and maintained files for due diligence and financials
• Reviewed architectural drawings and specifications and submitted bid packages for various projects
• Coordinated the activities of construction managers and contractors while planned, developed and tracked project budgets for multi-family residential, garage and commercial construction projects
• Ensured that project management staff follow departmental policies and procedures, worked with responsible stakeholders to establish performance indicators for staff and projects and assisted in developing training program for staff
• Managed construction take-offs, construction cost estimating, project budgeting, staffing, purchasing and office invoicing
