Mobile Access Network Planning / Dubai North

Principal Functions (Major Areas of Responsibility):
• Performs the evaluation, design, and planning of the Mobile Access Network.
• Provides professional support to teammates in carrying out the assigned functions.

Duties & Responsibilities:
1. Carries out the preparation and implementation of technical specifications for equipment and systems.
2. Ensuring sufficient coverage and capacity during the event to ensure smoothness crossover.
3. Maintaining and improving on Network Performance based on various KPIs.
4. Assists in the consolidation of requirements for materials and assists in preparing requests for procurement.
5. Guides and carries out the development and implementation of performance parameters to ensure the quality of service, frequency optimization, and maintenance standards of existing systems.
6. Advises consultants and contractors to resolve issues/ concerns impacting the plan/design.
7. Assists in the generation of technical/ operational reports for superiors as required.

Technical Service Division / Network Access Engineering Dept. / RF Luzon Engineering

Principal Functions (Major Areas of Responsibility):
• Ensure day-to-day Analysis, Design, Implementation, Optimization, and Enhancement of Smart 2G, 3G & LTE current network and during Rollout Phases.
• Ensuring Radio Network KPI targets are achieved and maintained.
• Leading a team of RF engineers and developing their technical skills.

Duties & Responsibilities/ Functional Skills:
1. Perform design criteria, dimensioning, link budget, traffic analysis, site candidate evaluation, and selection
2. Generate CDD/Script to support New Site Creation and Parameter Modification
3. Conduct training to radio team/staff to improve knowledge and performance in configuration,
field installation and maintenance. This includes both hardware and software, and tools.
4. Generate RF engineering-related reports being responsible for following, supporting, and updating all the internal processes and procedures related to Radio Network Engineering.

Network Technology, Planning & Implementation Division / RF Planning Dept.
Administrative Duties
1. Assume the RF Area lead role, manage and coordinate activities of the RF team as required.
2. Help to define processes and procedures for RF engineering tasks.
3. Relay all achievements, progress, and concerns of the RF Planning & Optimization team to the RFPO Manager
4. Attend Network Quality Meetings as and when required.
5. Assist the Manager with the Training and Development of the staff in the RF Planning & Optimization team.
6. Set objectives and conduct performance reviews of team
7. Assist the Radio Network Planning Manager with the interviewing of new RF Engineers.
Duties & Responsibilities/ Functional Skills:
1. Plan, Perform, and Pre-optimize Radio Design to ensure mobile network coverage, capacity & quality
2. Perform Single Site & Cluster Tuning for GSM & UMTS Network
3. Perform worst cell analysis and provide recommendations for optimization to achieve Target KPI
4. Provides Frequency Planning, Parameter Planning, and Neighbor Definition for New Sites Activation
5. Perform pre-planning survey activities; discuss and consult with internal and external parties
6. Evaluation of submitted plans and proposals of subcontractors and vendors for evaluation and approval and
give recommendation if necessary
7. Analyze subscriber complaints and formulate standard operating procedures for customer-related issues.
