Working with UN Peacekeeping Mission at the field:
* To assist the Chief Air Operations and to be responsible for the efficient Operation and Management of the Air Terminal Unit.
Supervising a Airfield Support Unit, UN International Contractor
* To maintain the ICAO, IATA and UNDPKO Aviation Standards for ATU ground operations.
* Ensures that aircraft and vehicle movements on the UN ramp are conducted, in accordance with, appropriate ICAO, CAA, local and MONUSCO ATU rules, Regulations, policies and guidance.
* Ensures that UN Mechanical Handling Equipment (MHE), lighting kits and associated equipments are in working condition and properly maintained.
* Ensures that any towing / push back of UN aircraft, is conducted, in accordance with, established procedures.
* Ensures that adequate Training is conducted for National subordinate staff.
* Monitors and verifies Refueling / De-fueling Process for all UN aircraft.
* Ensures that Refueling / De-fuelling Operations are conducted in a safe manner.
* Reviews Aircraft Weight and Balance Records and Load Manifest. Report any irregularities to the Chief Air Operations Officer.
* Supervises all personnel on the ramp, to ensure that, Flight Line Procedures are followed and aircraft and vehicles follow ramp movement plans.
* Monitors Ramp Access, as per local Directives and Guidance contained in the UN Air Operations Manual.
* Monitors Passenger Embarking and Disembarking
* Verifies Passenger and Cargo Manifest and supervises up/down loading and handling of all cargo.
* Plan Aircraft Parking Locations in accordance with DFS and Flight Priority;
* Ensures and follows proper aircraft marshalling techniques, established in the MONUSCO SOP's and IATA recommendations.
* Ensures that aircraft are properly parked with brakes and chocks applied.
* Ensures that jet blast and helicopter rotor down wash is considered, in marshalling aircraft for parking and taxiing and the ramp is clear of Foreign Object Damage (FOD).
* Verifies that all relevant Documentation, Packaging, Dangerous Goods Declarations and any other verification have been done / carried out.
* Possesses knowledge and follow up, the established Emergency Response Plan, to be implemented, in case of an aircraft accident, in close coordination with ECR and Medical Team.
* Possesses knowledge and understanding of the local Aircraft Evacuation Plan.
* Maintains proper Radio Terminology and the use of the applicable radios, in the Ramp and Maneuvering Area.
* Performs Daily Checklist, in order to, identify deficiencies.
* Ensure through the Fire Marshal that, provision of the fire fighting and rescue services are present at the Airfield.
* To prepare the Monthly Quality Assurance Performance Report for Civilian/Military Contractors, providing Airfield Ground Support Services.
* Assure that Aviation SOP´s be up to date, and followed by Monusco´s International Contractor Airfield Support, according with Aviation Manual ICAO & IATA SARPS.
* DFS (Daily Flight Shedule), AUR (Aircraft útilization Reports).
* Refueling Coordination and process.
* Security & Safety coordination and Reports,
* AMR (After Mission Reports) Control,
* HOTAC Hotel Crew Acommocation, coordination .
* Alternate Airports, Flight Plan coordination.
* International Flight Permits, Customs Declarations.
