Managed the Design Management Unit (DMU) under the Afghanistan Country Office
(AFCO), a unit that was responsible for developing the engineering projects undertaken with
the country by UNOPS.
Managed and mentored the local staff to improve the performance, achieving a huge
improvement of the team efficiency, both in the time of completion and the quality of the
projects.
Strengthened linkages with the Afghanistan Ministries staff, providing capacity building that
allowed that staff to implement procedures that enhanced the quality of the outputs as well
as cheapened the projects within the country.
Persuaded Afghan authorities to invest in the capacity of their staff, demonstrating that
investment resulted profitable in the short and medium term.
Aligned international donors with the needs of the country in terms of capacity building.

Managed a group of international and national specialists that provided advice to the
Afghanistan Ministry of Transport during the planning, design, procurement and construction
of the TRANS-HINDUKUSH ROAD CONNECTIVITY PROJECT (THRCP), a project funded
by the World Bank. The THRCP project included the rehabilitation as well of the existing 150
km Doshi-Bamyan road.
Advised the Ministry of Transport in the planning of different projects all over the country,
including the performance of a Transport Master Plan that included the management of all
the transport modalities (road, railway and air transport) in Afghanistan and its connections
with the neighboring countries.
Introduced significant improvements in the project procedures in Afghanistan, provided
capacity building of the national staff, resulting in successful implementation and replication
of the procedures within the country.
