• Manages the development of concept and detailed design and technical/output specifications; participates in the
evaluation of RFP/RFQ submissions; manages In-Market activities, including proponents Requests for Information, and
reviews submissions during project design phase.
• Develop and implement a program-wide roles, responsibilities, and governance framework for the integration of
infrastructure, rail, and station design, construction, and operations.
• Monitors commercial performance management through pro-active issue resolution, change requests/amendments, and
standardized internal processes that contribute to achievement of desired service levels and Key Performance Indicators
(KPIs).
• Bid Development & Documentation Excellence: Experienced in preparing and critically reviewing RFQ/RFP packages,
technical and commercial schedules, governance frameworks, evaluation criteria, and commercial submission
requirements. Adept at synthesizing complex technical and commercial topics into clear, structured bid content.
Supporting the Integration Manager on all interface related issues, (at the specified Segment), between Project
Company, Technical Advisors, Customer and other vendors and on all projects.
• Develop and structure commercial frameworks, including roles & responsibilities matrices, interface obligations,
governance protocols, performance requirements, and change management procedures—ensuring alignment with
contractual, financial, and delivery objectives.
• Support negotiation strategies by assessing commercial positions, identifying risk allocation issues, and recommending
solutions related to contractor interfaces, utilities, schedule integration, and technical requirements.
• Coordinate with legal counsel and technical advisors to resolve commercial issues, integrate contractual obligations, and
maintain consistency across engineering, commercial, and operational requirements.
• Lead risk identification, assessment, and mitigation across project interfaces, contributing to program-level risk
allocation and advising on commercial mechanisms used to manage risk under Alliance/PPP-style delivery frameworks.
• Manage transaction-related processes, including preparation of commercial deliverables, review of contract schedules,
development of due diligence materials, and assessment of commercial impacts arising from technical or design
decisions.
• Interface with key partners and external stakeholders, including rail operators (CN, CPKC, VIA Rail), municipalities, and
utility owners to resolve technical and commercial conflicts, ensuring alignment across multiple workstreams.
• Prepare commercial assessments, decision papers, and executive briefings to support project governance, commercial
structuring decisions, and strategic direction for major infrastructure investments.
• Support financial and commercial analysis, contributing inputs to cost models, schedule assessments, risk registers, and
scenario evaluations relevant to project finance-driven procurement.
• Mentor junior team members, promote commercial clarity across engineering teams, and reinforce commercial
discipline in document development and stakeholder engagement.
