Plan, organize, direct & lead the development, implementation and control of all Human Resources processes, strategy, policy and procedures so that the appropriate caliber of staff can be attracted, motivated, engaged and retained to meet the growth objectives of Qnbn.
Monitor employment market trends, staff availability, skills shortages, pay rates and competitor packages in order to advise management and correspondingly improvise upon existing HR policies, procedures and practices. Initiate HR studies as necessary.
Recommend the HR budget, and monitor financial performance versus the budget so that the business is aware of forecast cost and revenues; areas of underperformance are identified and opportunities to improve performance are capitalized upon.
Oversee the development and implementation of the workforce plans and strategies in conjunction with the department heads to ensure the right number of resources is available to meet the business needs.
Direct the development of the training and development budget ensuring all the areas of the business are covered.
Establish and maintain required service level agreements interfacing closely with departments and subsidiaries at QNBN.
Maintain continuous communication with governmental and regulatory institutions and ensure that all regulatory and compliance requirements are updated in the HR policies and procedures and communicated to employees
Contribute to managing change in own team by providing inputs for and taking part in change initiatives, programs and projects that reflect international best practice and changes in the competitive environment.
Set up and ensure the optimal management of HR information systems and related information according to QNBN’s needs and in compliance with concerning policies and regulations.
Oversee the development of specifications and ensure the development and implementation of HR information system to support all HR related processes across QNBN’s departments.
Develop and oversee the implementation of HR policies, procedures and controls covering all areas of the department’s activity so that all relevant procedural/ legislative requirements and standards are fulfilled to ensure that QNBN delivers a world-class service.
Manage the cost-efficient usage of all applicable resources to reduce wastage and unnecessary expense.
Oversee the effective development and implementation of the Qatarization program to ensure delivery of a professional career development plan and training for National Employees.
Ensure that employee relation issues including complaints/ grievances are addressed through appropriate processes and that disciplinary actions are taken promptly, fairly and in accordance with company policy/ local labor laws.
Ensure that exit interviews are conducted for leaving staff and that the necessary leaving formalities are completed in a timely manner.
