•Developing, discussing and presenting financial proposals for potential projects, pricing strategies and mitigate risk consistent with sound business practices, company policies, and applicable local regulations.
•Draft, review /negotiate contract agreements and modifications as required by the specific contract procurement route;
•Understand operational goals and translates them into effective contracting practices;
•Manage the proper coordination of various types of agreements and key contract/legal documents with other corporate functions;
•Notify management of potential non-compliance and other problems that could have an adverse impact on the company’s performance, advising on contractual rights and obligations, interpreting terms and conditions of contract and government regulations;
•Providing clear guideline/direction to Project Managers, Engineers, and Contractor’s personnel on contractual issues, applying and recommending best practices, Management and analysis of contracts performance metrics,
•General oversee/advise on appropriate methods of quantification and costing for specific projects, sharing knowledge and supervise the valuation of works carryout by the project quantity surveyors; Compliance with the Conditions of Contract (FIDIC- Silver book), Check contractor’s payment application & preparing consultant assessment report and issuing payment certificates,
•Evaluates and advises on cost / time effect of variations/claims, etc., Provides cost justification as necessary for the claims. Attending progress meetings and interacting with the client and contractor. Forecast and control construction cost against the project budget to avoid cost overruns. Formulate financial statements and Cost-to-complete forecast.
Responsible for managing the Quantity survey & Estimation department, for pre-tender and post-tender in compliance with the Conditions of Contract(FIDIC-Redbook). Assemble accurate and well-organized estimates and proposals in a timely manner for Stipulated Price; Various Construction/Project Management formatted projects. Provide clear, detailed quantity take-offs and Rate Analysis for the B.O.Q. items. (Tender Purpose). Complete Budgeting and Scheduling for projects and track same. Insure site personnel are provided with proper documentation related to the project and deal with concerns of field personnel. Meet with potential clients to discuss options for proposed services. Prepared & Manage Project Cash Flow Planned vs. Achieved ‘S’ curve Chart. Project Financial Forecasting& Compose Financial Implication Report. Attending Meeting & Liaising with Consultant & Client on Financial Matters. Counsel to Management for Project Profitability Forecasting and cost cutting. Check contractor’s claims for accuracy and merit. Prepares/updates Commercial & Contractual statements for reports. Advises on Contractor’s resource allocation. Checks and records measurement of work done. Organize monthly payment certificates. Financial statements for monthly progress report. Formulate Final Account with all supporting documentation& Final Statement, and follow up the same.
