- Responsible for overall Cash Pilot Impact Study management which includes implementation and monitoring of all relevant activities;

- Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;

- Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries, inspect cash out points.

- Follow data collection and monitoring systems ensuring that rigorous quality standards are maintained and Design and maintain databases of indicators relating to food security and Cash transfers;

- Provide continuing liaison with bilateral food aid programmes, with UN agencies and with NGOs providing technical or other forms of assistance to WFP assisted projects.

- Monthly monitoring of Financial Service Provider, CPs’ performance (distribution of cash, redemption, reporting, payment) and regular update of key performance indicators,

- Coordinate with M&E to ensure that monitoring activities conducted and reports released (baseline, DM, PDM and impact assessment).

- Facilitate Technical Advisory Committee meeting and prepare NFR on agreed monthly commodity prices,

- Update market price survey tool and prepare monthly reports regarding cash value (entitlements), contracted commodity prices and Cash out options.

- Follow-up Retailers Performances in close collaboration with Logistics Unit.

- Liaise with FSP and Cooperating partners and undertake field visits to assess project outputs and impacts;

- Coordinate with Cooperating partners and advise on planning and operational matters to ensure effective implementation of the Cash Pilot.

- Prepare periodic reports on the progress of operational projects and related government plans;

- Ensure compliance with WFP’s policies, criteria and procedures with respect to food aid;

- Assist the CBT Coordinator in all matters related to the delivery of WFP CBT assistance and bring to the attention of relevant staff any administrative constraints arising from rapidly evolving emergency situations in the field;
- Periodically monitor the management of risks and report on any actions taken;

- Supervise other programme staff; provide training and technical guidance in their work;

- Support the capacity building of WFP staff, partners and national government to prepare for the baseline survey and impact studies of Cash Pilot;

1. National consultant for the evaluation of Humanitarian action Child-Survival North Darfur and Sou à UNICEF ( United Nation Children’s Fund):

Main Tasks and Responsibilities :

- Desk review of key documents related to humanitarian interventions (analysis of SRP document from 2010 to 2015), assessment of Annual Work plans of each partners, project proposal, studies/reviews, project agreement documents (PCA), partner reports, donor reports, annual reports, field monitoring reports).

- Reviewing and calculating the cost analysis of Financial data related to budget allocation, utilization by outcomes and sector result area; an assessment of value for money - cost effectiveness (unit cost of some key services delivery) will be performed including transactions cost of administrative support and programme delivery, monitoring and evaluation.

- Assessment of how well humanitarian programmes address host community need in the same way they address humanitarian needs to the affected population

- Assess the institutional, financial, operational capacities for better coordination, planning, implementation, management and M&E of Humanitarian Action at national level, state, locality and community levels both from Government and UN Agencies (UNICEF);

- Documenting good practices, challenges, bottlenecks and solutions applied to overcome these challenges and document lessons learned (what works for whom, what don’t works for whom and why)

- Qualitative data analysis by conducting focus group discussion with beneficiaries and following up with the data collection in the field, focus on three thematic areas of Health, Nutrition and Water, Sanitation and Hygiene in addressing the main question related to the effectiveness of humanitarian service delivery.

- Coordinating the work with the government counter parts “HAC & line ministries at federal and state level”

- Operational and financial management for the assignment

- Conducting case study mapping targeting six Localities including eight IDPs Camps and Host Communities: Localities of Elfashir, Kabkabia, Kutum, Mellit, Saraf Omra and Tawila. In addition to conducting a focus group discussion also for a comparison group in South Darfur “Kass locality” using quasi experiment method.

- Following up with the data entry and data analysis of the qualitative data.

Specific Deliverables of the assignment :

- Supporting the international consultant in writing, the Inception report/detailed Methodology and tools.

- Conducting field Work/Assessment/Data Collection Report

- Writing the monthly field visit and progress report.

- Analyzing qualitative data “Focus group discussion transcription and writing of the qualitative data final report.

- Assisting the international consultant in writing of the final evaluation report.

- Organizing validation workshop to present the evaluation findings and recommendations.

2. National Consultant for Implementation of Capacity Gap Assessment of Partners on Practices of Res à UNICEF

Main Tasks and Responsibilities :

- Assessment of the capacities at different ministries, NGOs and partners in terms of Human Resources for Planning, Monitoring & Evaluation (availability of trained cadres; technical capacities; existence of regular capacity building plans for the staff at different ministries).

- Assessment of the strategic planning capacities in terms of the capacities in development of appropriate plans based on evidence of causal analysis of problems with specific time lines; and proper budgeting; development of contingency plans and sustainability plans.

- Assessment of the existing coordination system (between different ministers at the first level; then the level of federal and state coordination as a second level)

- Assessment of the of the existing monitoring system in terms of the mechanism of how it is working; availability of standard tools for the regular monitoring; existence of a National Monitoring and Evaluation plan which is corresponding the activities and budget plans .

- Assessment of exiting capacities and experiences of evidence-based programme planning and evaluation of strategies, programme and project: end of projects evaluation; Mid Term review evaluation; impact Evaluation; and experience/practices of effective utilization of findings and recommendations in decision-making and programme planning shift/adjustment.

Specific Deliverables of the assignment :

- Inception report and assessment tools and the list of partners of the assessment.

- Completion of Field Data collection (filling of questionnaires and interview) and data entry in SPSS.

- Completed the First Draft of the comprehensive assessment report and ensure the facilitation of workshop debate of preliminary findings & recommendations.
