 Preparing coherent work plans (weekly, monthly and annual wise) for each infrastructure component;
 At each milestone and project review stages, review progress with the teams and adjust activity plans to mitigate delays and changes;
 Managing the different field teams through the organization of regular periodic meetings, technical guidance on implementation, government and community engagement;
 Provide guidance on sustainable infrastructure approach to the field teams.

 Preparation and maintenance of project files such resource (material, manpower & equipment) allocation documentation,
 Controlling Material & equipment through the process of receiving, issuing & usage
 Ensure the strict compliance with national Health Safety Social & Environment policies for all works implemented and act as lead resource on the field;
 Provide leadership, mentorship and build capacity of the project team including engineers and interns.
 Ensure work plans are followed at the field level. Set up a management system for tracking performance and making staff accountable for their outputs;
 Alongside the Field Team, ensuring the planned activities are conducted in time and provide leadership to all field operations;
 Tasks, objectives, and work plans will be made clear to the Field teams;

1. Project Planning
 Provide the Project Manager (PM), with coherent work plans (weekly, monthly and annual wise) for each infrastructure component;
 At each milestone and project review stages, review progress with the teams and adjust activity plans to mitigate delays and changes;
 Assist the Project Manager in managing the different field teams through the organization of regular periodic meetings, technical guidance on implementation, government and community engagement;
 Report to the Project Manager any issues on the established work plans;
2. Project Execution
 Preparation and maintenance of project files, including internal and external project reports.
 Coordinate information flows and oversee change controls, risk registers and issue management by establishing document control procedures
 Identify and escalate to the Project Manager of any deviations from the plan and update plans.
 Ensure work plans are followed at the field level. Set up a management system for tracking performance and making staff accountable for their outputs;
 Alongside the PM and the Field Team, ensuring the planned activities are conducted in time and provide leadership to all field operations;
 Escalate to the PM any risks, issues and provide solutions from the ground.
 Tasks, objectives, and work plans will be made clear to the Field teams;
 Responsibility to ensuring that the Field teams follow their work plans and deliver accordingly;
 Provide technical leadership for the implementation of works in different sectors;
 Lead the utilization of Operational Advances on the field and their correct utilization according to DCE rules;
 Lead and oversee successful procurement processes for all construction processes,
 Oversee implementation of construction as per design approved by the Design Review Team and lead the interaction for any potential design changes in accordance with Design Planning Manual;
 Ensure the strict compliance with national Health Safety Social & Environment policies for all works implemented and act as lead resource on the field;
 Provide leadership, mentorship and build capacity of the project team including engineers and interns.
3. Project Monitoring & Control
 Monitor project budget and financial expenditure and all administrative procedures in line with the work-plan.
 Facilitating processing of direct payments and advance requests and prepare project budget revisions.
 Monitor budgets, cash flow and reporting on expense obligations to ensure that deliverables are met.
 Conduct financial analysis to manage and calculate financial shortfalls and over expenditures.
 Conduct budget revisions and initiate corrective actions when necessary.
 Monitor all project activities in relation to the respective project work plans and take corrective action, when necessary, to ensure the timely and cost-effective delivery of project outputs;
 Maintain and contribute to the project communication system to facilitate the dissemination of information and reports to all key stakeholders;
 Participate in the preparation and monitoring of project progress and other reports (including risk logs, issues log, lessons learned, etc.);
 Ensure all supporting documents are collected from the field to support requests for payment, OA (Operational Advance) and reconciliation, etc.;
 Ensure daily labor are contracted following DCE rules.
 Ensure Procurement Regulations and Rules are implemented following national rules & DCE manuals.
 Coordinate vendor communications, meetings, and reports as necessary.
4. Miscellaneous
 Represent the PM and the project (DCE) at coordination meetings, community groups and meetings as delegated, especially in relation to the community infrastructure implementation progress and challenges faced.

 Review tender and contract documents and identifies/assess the works in the contracted BoQ
 Conduct site visits and compare the requirements against the contracted BoQ
 Work closely with Architects, Engineers, Draftsmen and other Quantity Surveyors in the planning of projects, and scheduling of tasks
 Responsible for the preparation and review of BoQs, specifications and related documents and ensure it meets the quality standard requirements
 Undertake Cost and Quantity analysis for assigned engineering projects.
 Conduct the detail survey of works to be carried out under the assigned contracts
 Calculate the quantities of required works versus contracted quantities and prepare the quantities/cost variation chart
 Prepare variation report and submit to Project Manager for issuing Change Order
 Assess the Quantities in the Task Order Proposals at site and recommend on accuracy of the proposed quantities of works by contractors
 Verify at site the authorized Task Order Quantities and related costs
 Measure the quantities completed works by contractors and submit the valuation/ verification reports
 Ensure that all completed quantities of contractor works comply with common engineering standards/practices
 Responsible for the preparation of preliminary costs estimates for project proposals for submission to Clients.
 Carrying out site inspections and assessments as need arises and prepare reports
 Verify the as-built drawings prepared by contractors and recommend the accuracy on the drawings
 Review the design drawings for the projects from the field in term of accuracy and suitability to overall design and construction requirements, including Identifying improvements in the designs and be able to propose practical solutions;
 Review the accuracy of the bill of quantities of the projects proposed matching the International & national standards;
 Check and approve material and equipment incorporated in the works;
 Assist in Bid evaluations of contractors and design consultants as required with the procurement team of the project/company;
 Support the Construction supervision, monitoring and evaluations of construction works;
 Support in the Construction work program preparations and reviews;
 Monthly and quarterly work progress report preparations;
 Payment certificates, evaluation of claims and variations;

1. General Construction
 Assist the PM for the entire project management of the site as per the agreed upon design and specification
 Supervise construction related works in assigned site under the direction of the work activities on site along with the Project Manager.
 Act as the representative of DCE on the construction site.
 Support in the quality Control of the project implementation to prevent potential delays and/or cost overruns and recommend remedial actions accordingly.
 Follow-up activities and ensure timely implementation of activities as per the quality standard
 Assist in the preparation of project related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer's instructions and variation orders, contractor's bills review reports, certifications, client hand-over documents and contracts close-out reports.
 Coordinate and liaison final hand over and acceptance report based on technical specifications against the approved project.
 Provide bi-monthly project progress report to the Project Manager
2. Construction Supervision
 Ensure that the contractor adheres to the national standards, policies and regulations during the construction activity.
 Support the construction works and administer works execution as per the contractual provisions and the design specifications.
 Assist the PM in ensuring quantity/quality control and time schedule consistency.
 Ensure that works are consistent with the project technical specifications and inform promptly of eventual deviations.
 Verify the accuracy of the schedule and adjust accordingly to the reality of the implementation.
 Ensure constructions works are completed on time, within budget and to quality standards.
 Provide regular supervision of the project work progress and quality for on time delivery.
 Organize regular meetings with contractor representative on the performance of the implementation.
 Support in the implementation of corrective measures to ensure the project is properly executed within the agreed standards of quality, time and budget.
3. Knowledge Management
 Ensure that the contractor adheres to the national standards, policies and regulations during the construction activity.
 Support the construction works and administer works execution as per the contractual provisions and the design specifications.
