Control over the HSE Manager’s regarding policies, methods and management issues:
• Responsible for executing the JV`s Health and Safety Policy and Plan,
• Managing and executing Induction and other Health and Safety Trainings,
• Managing and executing internal H&S audits and providing assistance to external H&S audits,
• Ensuring Emergency Plans are complete and consistent,
• Control Tool Box training topics and schedule,
• Chairs Job Safety Assessment (JHA) meetings, supervise the Method Statements` H&S section compliance,
• Lead the workplace accident investigations, evaluations and improving preventive measures,
• Takes lead in Continual Improvement of H&S documentation, methods and processes,
• Responsible for all correspondence related to Fire Safety, First Aid staff, provisions and applications provided by Qatar Rail.
Responsible for all H&S related activities concerning including documentation. This includes:
• Receiving and tracking H&S related documents,
• Continual updating of H&S files in correspondence to the changes of legislation, standards and industry best practice.
Lead a team of 46 HSE personnel for the day to day activities of company's HSE department
• Liaison with project managers to ensure company meets/exceeds statutory requirements on matters of health & safety.
• Liaison with external organization to ensure company is at the forefront of advancements in health & safety
initiatives/standards.
• Promote and maintain a continuous improvement safety culture.
• Complete and deliver all levels of health & safety & environmental awareness training.
• Preparation and submission of daily, weekly and monthly reports, preparation of accidents report and rectification of
occupational and health hazards of employees.
• Compiling the safety reports prepared by the safety officers for reporting in company's project meeting.
• Formulation of safety programmes for different projects.
• Participation in planning of new projects in safety aspects.
• Leading the safety group meetings of various project
• Leading the site tours and weekly site inspections.
• Co-ordinate with PES, International Finance Corporation (World Bank), Mott MacDonald & ADB.
To plan and carry out, but not limited to; training so as to develop and maintain the HSE training division to core clients of oil,
gas, petrochemicals, and mining companies.
Key responsibilities and accountabilities (not limited to):
1. To deliver QHSE training to agreed standards.
2. Develop training materials to agreed standards.
3. Planning and scheduling of delivery of QHSE courses.
4. Obtain internationally recognized QHSE course accreditation.
5. Develop and train current/future QHSE instructors.
6. Maintain quality control of delivery of QHSE courses.
7. Develop and conduct QHSE training courses.
8. Attend meetings with potential clients.
9. Attend meetings with management.
10. QHSE consultancy work.
JOB RESPONSIBILITIES
♦ Prepares the HSE plan and project specific risk assessments;
♦ Ensure that all the necessary safety equipment's is on site prior to start-up of any project;
♦ Arranges for the necessary external training for all staff and provides in-house training;
♦ Conducts site inspections to ensure compliance with safety measures;
♦ Conducting audits against ISO standards' as internal auditor;
♦ Ensure equipment/ tools are in good condition and that they are in compliance with all safety standards and legal requirements;
♦ Prepares HSE safety manuals for tender documents, weekly/monthly safety reports, quarterly audit reports, weekly meeting
reports, and near miss/accident reports and communicates the reports to the concerned parties;
♦ Investigates and reports on accidents and incidents;
♦ Coordinates with client/ consultants on safety issues as needed;

Bachelor's Degree in Occupational Safety & Health.
