My Program Director responsibilities included reviewing and developing strategic business changes through the development of an Innovative Procurement Model (IPM) and supplier management. The IPM was designed to realise corporate business objectives of growth, increased capability and improved profit and provide Defence with an enhanced value for money outcome. These changes influenced local and international thinking in relation to contract and procurement complexities, based on good business principles and a detailed knowledge of Commonwealth and Defence’s legal procurement framework. The IPM mapped out future resource demand and provided the direction for changes in supplier risk management profile.

Responsibility: My responsibility was to develop a delivery model that fast tracked large waste water treatment plant upgrades. This included new procurement processes, development of a strategic Partner relationship and new contracts that reflected a relationship approach to project management. Outcomes from changes were structural changes to the governance arrangements and streamlining the tender delivery process.

• Specialist advice in relation to:
o Development of strategic partner model and changes to council’s Governance arrangement to accommodate streamlining of the administrative arrangement. Risk identification, assessment and development of risk management and mitigation plan.
o Program cost control and monitoring of project performance based on raw data.
o Development of program administrative arrangement using a relationship communication model.
o Implementation of the Portfolio Management Partnership (PMP) model for delivery.
