Managing and Complex Procurements of Goods, Works and Services
Review and handle technical, commercial and legal aspects of procurement at all stages of the project cycle in assigned projects, to include procurement capacity assessment, analysis of systemic issues, procurement plans, implementation arrangements and capacity building.
Evaluate institutional capacity of project implementing agencies and assist in developing suitable capacity building interventions. For contracts subject to prior review, review bidding documents, Request for Proposals, bid and proposal evaluations, proposed contract amendments and advise the Task Team Leader on appropriate responses to issue non-objections.
Conduct post procurement reviews of projects as assigned.
Participate in missions as necessary to assess procurement performance and assist resolve any emerging procurement issues.
Assist Borrower Agencies in resolving procurement issues.
Handle questions/complaints from all stakeholders and assist resolve them in accordance with the Bank’s laid down procedures.
Participate in the preparation and delivery of procurement training through workshops and seminars to educate procurement professionals and other staff on Bank's and Borrower procurement procedures, including philosophy and rationale of their policies, as well as on specialized procurement topics.
Participate in follow up of country procurement reform initiatives to ensure attainment of set targets and goals; and
Provide operational advice to clients and Bank staff on concepts, policies and procedures for project procurement

Coordinates contracts by conducting specification and market research, arranging and conducting bidder’s conferences, analyzing and evaluating bids and making awards based on the best overall value to the Port, negotiating with suppliers, consulting with the management as necessary
regarding contract form and provisions, administering contracts for commodity based supply agreements, processing change orders and renewals, monitoring supplier performance, and resolving problems that arise from the supplier and/or from the end users.

Performed the less complex professional commodities work under close supervision while learning and assisting in a variety of routine duties.

Developed Interactive Voice Response System. Integration with the existing PABX infrastructure and computer networks, maintenance and administration.
Developed a Web2Fax facility by re-utilizing the IVR hardware to send faxes like emails through organization’s website.
