ADB hired my services for Accelerating Economic Transformation Program(AETP) as a performance Audit Specialist. I was entrusted to design, develop, and write a performance audit manual to help reconfigure Industrial support practices in the 114 State Owned enterprises (SOEs)/ projects and companies which were established under 1984 Companies Ordinance.
The Manual aims to identify the problems with current industrial support practices and develop bench mark for appraisal and evaluation of the programs & projects on the basis of best
International practices..
A policy matrix & work plan is linked with the business appraisal and evaluation techniques and the Principles for designing industrial support.
The manual encourages the use of "sunset" clause, targeted intervention at the specific problem or group of firms requiring assistannce, with a well defined Performance Indicators having clear OVIs(Objectively verifiable Indicators).
The manual also provided the framework of monitoring & evaluation mechanisms to measure performance of the SOEs .
In nut shall the manual helps the economic ministeries who are controlling these SOEs through their BODs, to implement & role out new support mechanisms including Screening of proposals, targeting, designing, & assessing & initiating performance auditing of the new projects/program.
Stood first in the University . I was in the Dean's List for both the years.(1989 & 1990). Nominated to Pi Sigma Alpha,The National political science honor Society.
