1. Development of the Airport Master Plan and monitor all proposed developments are in line with the original master plan.
2. Develops design and procurement schedules for approval.
3. Co-ordinates with Procurement/Contracts to establish work package plans for Construction and aligns design deliverable to support package plan.
4. Conducts reviews of the Design Consultants submissions with the Client’s Engineering Manager, other Client stakeholders, and external stakeholders/statutory bodies, in order to obtain their approvals.
5. Reviews design documents for quality and compliance with standards and good engineering practice.
6. Reviews and obtains approval of design documents, change orders, material requisitions and specifications for construction or procurement use.
7. Prepares, approves or recommends approval of project procedures for engineering, as required.
8. Engineering activities in preparation of project proposals, including estimates for engineering staffing, quantities, scope reviews, schedules and coordination with Business Development and other functional groups.
9. Review of Construction drawings, Contractor’s submittals including letters, work program, progress reports, method statements, shop drawings, Request for Inspections/Approvals and send responses to Contractor. Review the scope of work, Bill of Materials (BOM) and Bill of Quantities (BOQ), specification.
10. PAPI Sitting Calculation and Harmonization with Glide Path (GP).
11. Responsible for Execution, testing Commissioning of CAT III B Airfield lighting system, includes CAT III B approaches at both end (LED inset & elevated), Inset Runway edge (LED) and Inset Runway end lights (LED), PAPI, Runway Center Line (LED) lights, Touch down lights (LED), Inset & Elevated Runway Guard Light (LED), Inset & Elevated Stop Bar Light (LED), Inset threshold and threshold wing bar lights (LED), Inset Taxiway Edge light and Center line lights (LED), Sensor Loop(Induction) and Runway and Taxiway Guidance signs.
12. Manage vendors and supervise the work to its completion in accordance with project safety and quality standards.
13. Plans, directs and coordinates engineering activities for the project, or assigned portion, including supervision of engineers.
14. Assist in establishing the detailed project execution plan and the development of the overall project engineering budget and schedule. Supervises the inputs to the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
15. Supervising the preparation of, reviews and provide recommendations for procurement of equipment material and services within Engineering’s scope of responsibility.
16. Resolves field initiated questions on engineering.
17. Coordinates activities among the design groups on the project.
18. Initiates requests for specialized professional services.
19. Initiates Client correspondence related to the engineering portion of the contract.
20. Reviews and provides reports on project engineering progress and performance against approved schedules and control points; evaluates changes and takes corrective action when required; Establishes reporting systems with the Design Consultants, and ensures that these are maintained.
