Programme Management
1 Working with the Regional Return Coordinator and UNHCR sub-office, develop system/oversee regular dissemination of information about Sudanese refugees residing in the settlement;
2 Work with sector focal points to implement settlement-wide information campaigns on the Sudanese Comprehensive Peace Agreement (CPA) and awareness of any other issues that may arise;
3 Start-up and implement Civic Education training for Sudanese community leaders in preparation for return; with Field Coordinator, liaise with the UNHCR Sub-office and other protection actors on return plans/strategy for Sudanese refugees;
4 Develop and implement spending plan in line with approved project budget;
5 Report progress against indicators to CDM/RPM and Regional Return Coordinator on monthly basis;
6 Directly supervise the Return Assistant and refugees trainers;
7 Develop sector specific strategy that encompasses IRC Mission and values as provided for in the Programme Framework.
8 Ensure IRC Programme is integrated with other sectors within and external to IRC.
9 Develop sector work plan and share with IRC staffs and other stakeholders (repatriation plan, weekly and annual work plans)
10 Organizes for program/Sector items procurement and make follow ups to its effect.
Achievements
Introduced Door to Door campaign to reach all refugees that were not able to attend our workshops/meetings especially the women and the aged in order to disseminate country of origin information effectively to the Returnees.
Introduced basic life skills trainings to the selected Returnees especially those who had attained formal education from Primary seven and above in order to help them have self employment when they reach home and others help them to find some employment. These include brick laying, tailoring, .First Aid, carpentry, computer training and Nursery teaching.
Introduced the child rights to the returnees and these helped to have girl child enrolled in Primary education which was for males only.


Management and training
1 Provide overall supervision to sector staffs and share job responsibilities as per work schedules.
2 Conduct staff management Performance appraisal for sector staff.
3 Conduct sector specific meetings and provide feedback to staff on general Program operations
4 Handle staff relationship (motivation and disputes) with Field Coordinator (FC) and administration
5 Identify training needs of sector staffs and provide training opportunities to staff in liaison with management
6 Conduct training for the trainer and other community structures as required
Budget management
1 Develops sector yearly budget and make budget realignment in consultation with Return Program cooperating partners.
2 Prepare new proposals and follow on proposals as and when deemed necessary
3 Review budget Vs Actual reports on a monthly basis sector staffs and Field Coordinator to ensure accuracy of the financial information presented and review spending plans.
4 Review MoU together with Return Program and Field Coordinator to ensure all field issues are included and addressed in MoUs before submitting to Country Director.
5 In liaison with program staff, prepare cash forecasts and submit to field Coordinator timely.
6 Develop an expenditure tracking mechanism to ensure budget compliance
Coordinating and Collaboration
1 Facilitate linkages with other district partners, sub county authority and Refugee Welfare Council on program related issues
2 Hold quarterly review meetings with stakeholders to reflect on program implementation
2 Document program implementation and share with IRC and all stakeholders for program learning and organization Memory
Reporting
1 Prepare sector monthly and quarterly reports timely and share with all stakeholders.
2 Ensure compliance with donor reporting guidelines and format and that donor reports are submitted on time
3 Monitor and evaluate program activities based onset indicators
