Contract Administrator (Mining Project)
Merah Lahrach Phosphate Wash Plant (12 Million Tons Phosphate/ Year)
Budget: 980.000.000, 00 MAD
Subcontractors: DLM, SIDEN, CENTRELEC, CEGELEC, AIT MENZAR, CA2E, LPEE,
QUALICONSULT, HORIZONTOPO, FINATECH, CONSILIUM, RISK CONTROL,
OXYCOUPE.
Vendors : DEUTSHTECHNCAIR, DELKOR TENOVA INDIA, SKAKO, THYSSENKRUPP,
WEIR, CEMTEC CEMENT AND MINING TECHNOLOGY
Main Tasks;
Coordinated and chaired site meetings with contractors, clients and approval agencies and generate
minute of meeting (MOM)
Administers construction contracts of active construction projects
Determines amounts owing to the Contractor and issues certificate for payment, including monthly
progress payments, and final payments, based on field observation, assessment, and evaluation of
Contractor’s work.
Prepares and manages Change Orders, Variation procedures, Change Directives and conducts analysis
of contractor's submissions for changes and claims.
Implements claims avoidance and mitigation practices/strategies, and monitors the implementation of
approved contract changes.
Reviews contractual compliance of multiple contractors and monitors processes during construction,
testing, and commissioning phases.
Reviews overall construction project schedules delay. Communicates scheduled delay to top
management (Project Director, Contract Director, Project Manager, Construction Manager...)
Ensure that contracts are properly executed, analyze problems and initiate corrective measures, negotiate
with suppliers, draft amendments and monitor agreements between partners,
Lead and Monitoring Contract Close out with the other discipline’s Manager (Project Manager,
Construction Manager, QA/QC Manager, HSE Manager, and Engineering Manager).
Management Responsibilities:
After 6 months of negotiation with SEPCOIII Electric Power Construction Corporation, SEPCOIII have awarded to Cegelec two Orders of Steel Strcuture in Noor II Branch (The first project for Cegelec of Industrial steel strcuture).
Project and Construction Management:
o Contract Management with client,
o Budget management and reporting to finance department,
o Lead Engineering team in Shop, verify of BOQ and approve all the orders,
o Daily follow and check in our Fabrication Shop (The first kind of this project for Cegelec),
o Construction and site management at Noor II Branch (Construction, HSE, QA/QC),
o Attend daily, weekly and monthly meeting with client,
o Progress Reporting to Cegelec and SEPCOIII,

Manage the related contract and the project execution
Coordinate the project execution with internal stakeholders, the management team, and
Contractors/clients.
Coordinate engineering studies between our engineering department and client technical manager for validation of technical points and solutions.
Responsible of construction, project scheduling, budgeting and project control (MS Project, WPS…)
Responsible of the implementation of HSE program on site according to HSEP.
Responsible of Quality execution according to QAP.
Progress reporting (Daily, Weekly and Monthly) to the stakeholders.
On site manpower management.

First project: MEA Phosphate Wash Plant (24000 T of Phosphate/day, CA 4.000.000, 00 MAD).
Client :OCP-Office Chérifien des Phosphates (Khouribga, Morocco)
PCM: Jacobs Engineering.
Scope: Erection of steel structure, conveyor and mechanical equipment.
Second project: JPH Pipe Project (Procurement & Erection of Pipe and mechanical equipments)
Budget : 250.000.000.00 MAD
Client : OCP- Office Chérifien de Phosphate (JorfLasfarEl Jadida)
PCM : Jacobs Engineering
EPCM:ThyssenKrupp(Germany).
Responsible of procurement (Prepare contracts documentation for purchasing department).
Managing projects budgets and keeping costs down.
Responsible for construction actions plan (master plan and micro-level planning).
Responsible for Piping & Mechanical erection operations in accordance with schedule, Procedures, Specifications, Priorities and Availability of Construction Drawings.
Ensure the Productivity and Quality is maintained, coordinate with other Disciplines in site (QA/QC, HSE…).
Monitoring the daily work activities and updating daily, weekly & monthly Progress Reports.
Ensure that Fabrication Purchase Orders are raised in line with scheduled dates.
Attend daily / weekly progress meetings with client, PCM & EPCM and generate status MOM (Minute Of Meeting).
Reviews and confirm progress measurement of works activities, evaluation and reporting to project manager & director.
Coordination with PCM/EPCM engineers & others contractors for work related activities and give immediate resolution and easement of construction activities.
Liaising with customers on a regular basis to ensure the successful design and manufacture of products to agreed budgets and time frames.
Procurement activities of Projects involving Vendor Identification, Solicitation of offers, Comparative Bid Analysis, Price Negotiations & Order Finalization.
Arranging Logistics from Vendor site or from various in-house sites / locations globally to Project site.
Import equipment & materials for project work.
Most of the project Import material cleared in various Seaports and Airports through clearing and forwarding agents.
Certificate: IOSH Managing Safety (IOSH Institute in UK/ Jacobs Engineering Morocco).
Mechanical Engineering Diploma. Obtained at UTC (www.utc.fr, University Of Technology of Compiegne, France), Project & Production Engineer.
