Accountability and safety of human and material resources
1.Organizing responsibilities and assigning tasks to different support staffs working under the Field
2.Ensure the efficient use of common resources such as computers, vehicles, meeting room, office space etc.
3. Coordinate the Finance Assistants, Store Keeper, Secretary, Procurement Assistant and Administrative Officers and all support staff through them to ensure that they carry out their respective responsibilities in a timely fashion adhering to company policies
4.Ensure full security, safety and adequacy of the Field
5.Pay particular attention to gender concerns and maintaining support staff morale, ensure job training, coaching and mentoring of support staff’s performance
6.Arrange necessary financial and administrative training to the Field
Handling of Area Office Procurement:
1.Coordinate all procurement and related matters in the Area office and ensure adherence to standards described in Company operational manuals and policy interactions and that all procurement are done in a timely fashion
2. Ensure that different items which need to be purchased are best in quality, competitive in price and meets the demand of the client
3.Examine purchase requests and bring to the attention of the concerned supervisor and if required, to the Logistic Manager at the Country Office for any request(s) which are not approved by Company or are personal in nature
4.Ensure that procurement staff deals with different vendors and purchase in a professional manner and with integrity.
5.Before authorizing any payment, ensure that invoice/bill submitted by vendors are properly checked and placed by the concerned staff and the purchase fulfills COP terms & conditions, summary reports along with quotations, bid summary etc
6.Make spot check of purchase as deemed necessary and take action.
Vehicle management and logistic support
1. Assist Administrative officers to receive daily /weekly vehicle for personal and official purpose, prioritize the use and assign vehicles and / or suggest other modes of transport to the concerned project persons as and when required.
2.Ensure that all vehicles under the Office are serviced in a timely fashion
3.Approve fuel purchasing credit slips and spot check fuel station to ensure correct measurement, and subsequently take action as deemed necessary
4.Ensure that all vehicles under the Area Office have all required documentation and insurance coverage, and that renewals are done on a timely basis.
5.Ensure that the monthly vehicle reports are regularly done by the vehicle- in-charge to monitor cost effectiveness, review the report and share it with the low performing drivers/users to improve performance.
6.Attend to severe accident cases involving Area Office vehicles and in consultation with the supervisor take appropriate measures, safeguarding our interest and fulfilling insurance company’s requirement.
7. Assure to arrange all necessary logistic support in holding meetings, training, seminars, workshops in the Office or at other venues
Handling of company Leased properties and asset management
1.Coordinate to ensure that all company leased buildings under the Area Office are competitive with the local market rate in terms of rent and facilities depending on the location.
2.As agreed in the respective lease agreement, ensure that all maintenance and repair works of individual buildings are completed in a timely fashion maintaining standard and quality of work.
3.Ensure that the Area Office computerized inventory lists are updated on a regular basis.
Financial Management:
1.Coordinate the Finance Officer and other support staff to ensure smooth financial operation of the Area Office and timely follow up by staff members on all financial related assignments.
2.Facilitate and provide assistance to the internal and external auditors.
3.Coordinate in preparation of Area office budgets in accordance to budget guidelines.
