- Supervise and provide guidance and advice to Senior Contract Engineers and Sponsoring Departments on contractual and commercial matter.
- Review tenders, tenders plan submissions, tender evaluations, award plan submission and contracts before release.
- Ensure that tenders and contracts conform to the corporation strategies, policies, regulations and procedures.
- Ensure that evaluation of tenders is strictly in compliance with the specified tender requirements and that tenders comply with tender requirements.
- Assign and distribute work and supervise and control the activities of senior contracts engineer in carrying out pre and post contracts administration.
- Monitor and ensure that the tender/ contract award schedules are met.
- Participate in the development and implementation of internal control framework for contracting processes in order to enhance business effectiveness and efficiency.
- Ensure that tender documentation is converted into contract incorporating the effects of all negotiations clarification and qualifications.
- Serve as QP focal point of QP management during commercial negotiation.
- Ensure that all services orders, minor works contracts, contract work request and call of contracts are administered in compliance with corporation policies and procedures.
- Supervise and monitor the review of the interim application for payment. Ensure that on- site measurement of works is carried out.
- Direct the sponsor department to quantify, evaluate and agree all variations or change orders with the contractors and prepare submission together with the respective project engineer / end user division head to the concerned tenders committees for approval.
- Ensure that financial statements are prepared during the period of the contact, detailing the financial position for the department. On completion of the contract, ensure that the statement of final contract is issued to close out contract financially.
- Regularly monitor project cost trend.
- Administer the section staff, including interview, conduction annual appraisal and reviewing all correspondence for the Section.
- Assist in the development and operation of appropriate contract management system.
