• Direct and control all the activities of the ‘Operations & Maintenance Department’ (O & M) covered in the contract in a safe and cost-effective manner to enable the Foundation to meet its objectives and fulfils the targets of the approved annual business plan.
• Establish and maintain a reliable manpower organization, formulate and develop the necessary Operations & Maintenance philosophy and processes that will enhance the availability of the company’s assets and promote customer satisfaction.
• To integrate multi discipline, inter-department, project and contractor activity to facilitate a high degree of availability and reliability of the facilities and to ensure that the services provided to all the centers under the umbrella of the Foundation are in line with their commitments and confirm to International Standards, statutory regulations and the foundation’s policies and procedures.
• Take full and ultimate responsibility for the overall safety, availability and reliability of the foundation’s facilities on account of works covered in the contract.
• Ensure the Plant & facilities are available for the beneficial use throughout the year.
• Take responsibility in confirming the Maintenance activities are performed as per the terms and scope of the contract.
• Discuss with Qatar Foundation on priorities, scope and schedule multiple works in order to achieve required timelines of completion.
• Lead the team in carrying out the root cause analysis of the problems and update QF with solutions.
• Liaise with OEM, Subcontractors and specialists to bring in the required solutions to the complex problems involved in maintenance, troubleshooting and providing Engineering solutions.
• Liaise with KAHRAMAA and ASHGHAL in resolving any issues related to power, water supply and works related to roads
• Take performance review of all the critical equipment /installations at regular intervals & decides on required additional maintenance needs.
• Carry out function tests on the repairs carried out prior to reinstating the installations /systems.
• Prepare Daily Reports, Monthly reports, Equipment failure reports, Incident /Accident reports, indicating activities carried out, problems encountered and produces analysis reports of a technical nature indicating failures and recommendations to alleviate recurring problems.
• Review documents of work performed, in progress, and work completed & checks the processed paperwork related to each discipline supervisors, such as time sheets, material costs, repairs and activity reports.
• Prepare the annual lists of spare parts, consumable materials and special tools or test equipment. Review consumption, discuss interchangeability. Ensure that optimum stock of material is maintained to cover all eventualities and material is salvaged and reconditioned wherever possible.
• Carry out preparation and review of ‘Permit to Work’, Job Hazard Analysis, Risk Assessments and ensure that good housekeeping and safety is practiced at all times.
• Involve in takeover of new facilities and infrastructure and advice QF if any challenges that are foreseen in maintenance.
• Fulfil all the requirements of the CAFM system. Utilize the system to maximize availability and reliability of the facilities and minimize operating and maintenance costs.
• Adhere to ISO accreditation, regulation of the QF. Carry out audits and complete action points to conform to ISO 9001 (QMS system), ISO 14001 (Environmental Management system) OHSAS 18001(Occupational Health & Safety) quality management systems requirements.
• Ensure timely submission of closeouts, invoices for completed works/services.
