Lead M&E for USAID Energy Sector Capacity Building Project (ESCB) .
M&E Specialist is a KEY Personnel in the USAID Health Service Delivery Activity (HSD):
- Lead responsible person on development of the project Activity Monitoring & Evaluation Plan (AMEP).
- Establish Project Baseline.
- Capacity building for internal staff and external counter parts and partners.
- Lead, manage and coordinate implementation of M&E systems and reporting requirements for the USAID HSD project, including progress against key indicators from the AMEP.
-Design, develop and oversee implementation of M&E tools and systems to collect, analyse, and aggregate data that measure project impact and results against key AMEP indicators.
-Develop protocols on Data Collection and work with technicl staff to train them and ensure accurate understanding of how to use Data Collection tools and assign and monitor responsibility for data collection and data entry.
-Coordinate with all HSD project teams to ensure sufficient understanding of Data Collection requirements, and ensure data is collected in a timely manner to meet USAID reporting deadlines.
-Analyze data collected through deffrent tools, prepare and ensure accuracy of all USAID reporting requirements, including Quarterly, as well as PPR and Portfolio Review reports. Respond to questions for clarification from USAID on these reports and explain variances in and revisions to proposed targets.
-Communicate with Mission MESP project on M&E actions and training activities, and support integration of the project’s M&E with the Mission’s DevResults system.
USAID Project Local Enterprise Support Project (LENs);
-Lead, manage and coordinate implementation of M&E systems and reporting requirements for the USAID LENS project, including progress against key indicators from the LENS AMEP.
-Design, develop and oversee implementation of M&E tools and systems to collect, analyse, and aggregate data that measure project impact and results against key AMEP indicators.
-Revise, redesign and monitor effectiveness of Data Collection tools, including spreadsheet templates as well as reporting frameworks in the project’s Knowledge Management System.
-Develop protocols on Data Collection and work with Jr. M&E Officer to train staff and ensure accurate understanding of how to use Data Collection tools and assign and monitor responsibility for data collection and data entry.
-Coordinate with all LENS project teams, including Technical, Grants, and Access to Finance to ensure sufficient understanding of Data Collection requirements, and ensure data is collected in a timely manner to meet USAID reporting deadlines.
-Analyze data collected through spreadsheet and KMS tools, prepare and ensure accuracy of all USAID reporting requirements, including Quarterly, as well as PPR and Portfolio Review reports. -Contribute to training materials and conduct workshops for grantees on their M&E requirements .
-Support grantees for awards above $25, 000 in developing M&E data collection and analysis plans required both for project reporting purposes and measuring overall effectiveness of activities supported through USAID LENS grants.
-Capacity building for the staff and for the partners.
The DM&E Manager is responsible for playing a lead role in strategy discussions, proposal writing and providing technical assistance on DM&E to each sector and program. And also will be responsible for cross-cutting programmatic information management, monitoring and evaluation, ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high quality reports and proposal development. The DM&E Manager will incorporate all best practices of M&E in the proposal design stage for most effective program management during implementation. In coordination with program directors and team members, and will be responsible for developing, coordinating, maintaining and constantly improving the nation-wide M&E system, as well as training M&E staff.

Managing the M&E Department:
-Develop a monitoring and evaluation system for Vocational Training Centers (VTCs), that includes designing and setting up the M&E plan, Indicators, Data collection tools, Quality procedures, and Impact evaluation plan.
-Serve as the primary point person for all monitoring related work within IYF Program Management Unit (PMU), providing regular briefings to the senior management on achievements and issues requiring attention.
-Manage the information-gathering process for monthly, quarterly and annual results and performance reports, in addition to preparing data for other briefings, summaries, papers, presentations, etc. for various audiences as needed (e.g. USAID, MOSD, Advisory Committee, Technical Working Group)
-Supervise a team of three M&E Coordinators and two M&E Assistants, managing their work deliverables and providing regular coaching to help them grow in their M&E and project management skills.
-Support the Senior Learning Manager to compile, analyze and document cross cutting and community level M&E data, as well as good practices, lessons learned, trends, cross-cutting policy and implementation issues, etc.
-Provide day to day management in the implementation of IYF M&E system in accordance with IYF M&E plan, working closely with implementing partners to ensure that accurate data is collected in a timely, systematic, and efficient manner. Ensure any modifications to the overarching M&E Plan are implemented across all partners.
-Train IYF Community-Based Organizations on the accurate use of IYF monitoring systems, manage the work of grantee M&E officers, provide ongoing coaching/support through regular site monitoring visits, and ensure quality control and data integrity of both the hard-copy records and online database, trouble-shooting challenges as needed.
-Maintain all M&E tracking forms and tools related to IYF data collection system, ensuring that data is up to date; Work closely with IYF external online M&E service provider to maintain IYF M&E online database and update system functionality as needed.
-Ensures issues are identified, tracked, reported on and resolved in a timely manner, handling purchase orders, create requirements documentation, maintenance of existing systems and Networks, surveys analyst and IT trainer, Database and systems analyst and developer, and Mobile (PDA’s) programming..
- Responsible for the Development of computer softwares ( the Hole Cycle, from gathering requirements, analysis, design, development, testing and deploying )

-Develop a Distributed Database program for a survey for the Iraq out of country voting, on 14 countries.
-Developing Analysis system, to collect & analyze the data of the survey for each country and international (combined), and provide different analysis reports on different levels of filters.
