Al Zahia Master development is Circa 15 Hectares that consists of residential villas, town houses, Low rise building, four Hotels, retails, and Mega shopping Mall with all associated landscape, roads and infrastructure works and facilities (3 Substations, 2 Mosques, Communication room and Facility Management Building).
• Assists with the preparation of feasibility studies to develop briefing requirements for Consultants;
• Assists with the development of the strategies and initiatives to enhance the successful delivery of projects or specified components, both in terms of Master planning, design stages, construction and operation / maintenance;
• Comprehensive Management and administration of the project from master planning till handover;
• Assist with the delivery of the approved business Plan;
• Liaise with relevant authorities to obtain required building/construction permits.
Reporting to: Senior Vice President - Commercial.
- - Ensuring that all stakeholders, such as administration, operations, and finance understand and adhere to contractual obligations; reflecting them accurately.
- Drafting, Negotiating and initiating Contracts to Consultants, Contractors;
- Drafting Work orders to Consultants and Contractors;
- General Procurement negotiation and discussions;
- Contract documents preparation / review and issuance;
- Assignment/selection of Project Manager, Consultant and Contractor;
- Post Contract queries, responses and administration;
- Resolving contractual and commercial problems;
- Liaise with Contract Department to ensure proper assignment of Contracts;
- Discovering areas that are not in keeping with regulation practices;
- Offering direction and instruction;
- Reviewing, scrutinizing, and developing operational process flows;
- Ensuring that the financial aspects and impact of a contract are clear to all parties, and;
- Managing daily operations, correspondences and Risk assessment.
- Comprehensive Management and administration of all commercial, contractual and procurement aspects;
- Provide advices to all concerned parties to ensure that all contracts are managed commercially as per the policies and procedures;
- Effective management to the Contracts and claims, proposing mitigation and recovery measures in full coordination with the concerned parties;
- Oversee, review and recommend procurement strategy and manage cost planning, pricing;
- Oversee the performance of project administration in respect of contracts management and administrative procedures of contracts, commercials, and claims defense and adjudication activities;
- Review/recommend the bid terms and conditions for construction contracts, review the tender analysis and provide recommendation accordingly;
- Prepare scope change reports to identify the commercial and contractual consequence of change;
- Reviewing major Contracts and provide required advices/recommendations;
- Advise the project delivery team on contracts changes in a timely manner and recommending appropriate action to mitigate potential commercial risks;
- Analyze/review and certify all claims, variations and relevant contractual consequences giving consideration to all constraints;
- Provide contractual / commercial support commensurate with the project requirements to ensure all commercially / contractually related aspects are managed to Projects driven timescales. Preparing / analyzing the estimated cost impact associated with the changes of the original Contract scope.;
- Managing the Sub-Contracts & procurement LOI and Supplier's agreements;
- Manage, prepare and oversee all Commercial /Contractual correspondences and cost reporting and forecasting;
- Managing Site Q.S. Works, application for payments, Variations and claims;
- Disputes resolution, working closely with management;
- Oversee the certification of all contractors’ payments, final accounts and Close out of the projects;
- Prepares and approves documents such as state requisitions, leases, maintenance agreements, purchase and check requests;
- Establishing long-term demand/procurement plans; and;
- Genuine commitment to coach and mentor staff to encourage their individual development and advancement is an implicit requirement, Trains users on purchasing rules and procedures.
Procurement
• Establish the most suitable method of procurement of construction services.
• Instruct, manage and ensure that appropriate procurement and tendering documentation is prepared appropriately detailing the design and the requirements of the Client in respect of the construction of the development in accordance with the agreed development programme and the proposed procurement strategy.
• Ensure appropriate internal and external approvals are in place prior to appointment.
Cost Planning, Estimating and Reporting
• Management of costs for the provision of cost plans, estimates and reports.
• Manage issuing the monthly report(s) on project(s) following project finance meetings incorporating an up to date cash flow and analysis of costs to date and projected final account figures
Contract Administration and Close Out (internally or using a Third Party)
• Assist with the contract administration, of construction and contracts and consultant appointments including the payment process thereof.
• Assist with the final account close out.
• Assist with Claim management - logging, review, respond, close out.
