Senior Budget Assistant

• Prepares, analyzes and projects financial data for budget estimates and financial programme planning. Also, responsible for reviewing budget expenditures by codes against approved allotments and verifies compliance with reports received from HQs.
• Responsible of all UNCFE Jordan fund (more than 70 million per year) and insure fund allocation and expenditure according to the conditionality of the donor.
• Registers and ensures the accurate and timely recording of programmes components and annual work plans as per approved budget.
• Ensure appropriate coding at all country programme levels in accordance with UNICEF's Guidelines for the Programme Information Database (PIDB) Coding System.
• Monitoring of funds and utilization of funds and sharing out timely monitoring of quality financial and budget implementation reports and highlighting to Chief Sections and Deputy Rep any budgetary alerts or actions needed
• Monitors Programme budgets of the Jordan Country Office. Monitors budget & financial transactions and reconciliates records with HQ to ensure accurate and up-to-date financial status information.
• Responsible for allocation of all types of funds as per approved allotments and verifying compliance with NYHQ records. Registers various grants received for the country programme, monitor grants vis-a-vis various conditions including timely utilization of funds and alert officers concerned.
• Participates in the preparation of the PBR for JCO as well as audits.
• Responsible for the preparation of status reports, country management reports and management performance indicators reports; also for monitoring and producing cash assistance reports, financial expenditure reports for donors. Monitors expiry dates of funds reports as well as any financial/budget related reports.
• Provides quality control for all Annual Workplans (AWP); ensures that the SAP-based facility is fully implemented in preparing and revising AWPs to permit explicit alignment of all programme activities to the MTSP focus areas and MDGs and to permit accurate monitoring of results.
• Assists in the formulation and development of project agreements and contracts; monitors project/programme activities by reviewing progress reports, project inputs, budgets and financial expenditures.

• Liaise with and coordinate with local and international partners for narrative and financial reports and make sure that their activity are going according to the work plan and within the planed budget.
• Updates program implementation reports and produces standard progress reports.
• Maintains and keeps current registers and control plans on the status of projects at the formulation, implementation and operational stages.
• Control budget allocation for the emergency suction and ensure to execute the budget before the expiry date of the Grant, and follow up on the reimbursement of the EPF fund.
• Carries out all procurement and supply requirement such as (bidding invitation for suppliers, international and national contracts) according to the procurement procedures.
• Carries out all financial transaction through ProMS & Vision including drafting travel authorizations, cash requisitions and payment requests.
• Field mentoring and supporting Syrian refugees camps on Education, Child protection, WASH and nutrition programs
• External auditing for our partner to make sure that their expenses are according to our budget lines.
• Collects data and other information on the situation of Iraqis and Syrian in Jordan.
• Prepares background material, working papers and tables for briefing and review sessions, supports co-ordination meetings
• Processes and examines the information and data in accordance with instructions received, making necessary abstractions and computations.
• Summarizes information reflecting current obligations and future program and / or budgetary implications.
• Performs other duties as required.

Protocol and Administration

• Coordinates extensively and liaises frequently with MOFA and MoI regarding regulations/requirements and the processing of staff members' residence permits, diplomatic visas and tax exemptions, updates and advises staff members accordingly following-up on administrative arrangements and related forms.
• Identifies solutions to problematic situations regarding logistic and administrative issues and liaise with Government Ministries and other UN agencies to identify suitable solutions.
• Maintains and continuously updates database on staff members' residence permits and diplomatic cards to ensure proactive monitoring and timely processing of staff member's requests.
• Maintains up-to-date filing records (in both electronic and hard copy format) for all incoming and outgoing correspondence including all Administrative Instructions and Circulars relating to the above functions;
• Undertakes tasks according to a checklist to ensure that all staff members arriving for the first time in the country are met and arrangements made for temporary accommodation.
• Arranges for airport pick-up of high-level officials and hotel reservations as directed.
• Liaises with other offices within and outside UNAMI in relation to VIP lounge booking and other administrative requests as directed by the Administrative Officer
• Prepares informal translations and acts as interpreter as and when necessary
• Provides support to the AO and the Chief of Mission Support (CMS) in the processing and renewal of staff members' UNLPs.
• Assists the AO in collection of information for administrative surveys such as MSA and salaries review, support to organization of common services.
• Provides necessary background information, maintain follow-up system, and draw the attention of the supervisor to matters requiring immediate and/or personal attention
• Drafts Notes Verbal, routine correspondence, certificates for staff members, faxes, memoranda and reports as required.
• Provides guidance and briefs staff members on administrative procedures.
• Maintains a list of names, addresses and telephone numbers of Government Officials and diplomatic corps
• Prepares informal translations and acts as interpreter as and when necessary

• Liaise with embassies and MOFA for visa issues security arrangement for traveling trainees from IRAQ.
• Follow-up on all pending activities with the NPC in Iraq and the CTA in Amman
• Facilitating travel and hotel arrangement for trainees and PCS members.
• Translation (UN-OFFICIAL) of Arabic documents and meetings.
• Assist the CTA in all clerical and filing all the documents, reports and e-mails.
• Carry out any other tasks as required by the CTA related to project activities in AMMAN
