Reporting to the Commercial Director.
Manages a team of procurement officers, quantity surveyors and procurement coordinators.
Selection of Vendors such as Contractors, Consultant, Designers, Suppliers etc. through pre-qualification process.
Comparing & evaluating subcontractor’s offers and pre contract negotiations with major subcontractors to finalize the cost.
Appointing sub-contractors following the review of package evaluation, post tender negotiation for different types Contract such as Lumps sum, Design Build, Re-measured.
Proposing / analysing value engineering options proposed by major subcontractors in order to reduce overall cost of the project

Reporting to the Pre-Contracts Operations Manager / GM / EGM.
Manages a team of estimators, quantity surveyors and estimation coordinators.
Keeping all green sheets and other confidential documents in safe custody.
Preparing and maintaining projects data base for future use.
Evaluating & discussing productivity rates.
Preparation of New Rates, Basic bids and Budgets.
Preparing various reports for the tender review by Management.
Evaluating tender documents and preparing APO upon receipt of new tenders.
Detailed study of the Scope of the tender, Contract documents, Conditions of contract.
Analyse the sufficiency of internal resources for the preparation of the tender, if not appoints external resources like QS service, engineering services.
Attending Site Visits, Meetings (pretender and post tender clarifications) with Consultants and Clients.
Verify and finalize the Subcontract comparison statements in CCS / Excel prepared by Senior Estimators / Estimators / QS’s.
Comparing & evaluating subcontractor’s offers and pre contract negotiations with major subcontractors to finalize the cost.
Finalizing the tender prepared by Senior Estimators for management review.
Liaising with other internal departments for the preparation of technical and commercial submission.
Identifying VE items as part of the winning strategy

Roles and Responsibilities
•Receiving and verifying the tender documents.
•Studying the scope work, contract specifications and conditions of contract.
•Floating enquiries for various subcontract items.
•Visiting the site to analyse the existing site conditions.
•Quantities take off (In detail) from drawings.
•Preparation of detailed BOQ in Excel.
•Preparation of comparative statement of subcontract quotations.
•Preparing rates and basic estimate for the bids.
•Assisting the Estimation manager from the initial stage till the submission of the tender.
•Preparation of variation orders for the ongoing projects.
•Preparation of interim payments for some projects.
Planning of works, Quality control, Cost control, checking and co-ordinating construction activities of sub contractors.
•Preparation of sub contractor payment certificates.
