• Facilitates organization to meet standard requirements of MOH, MOE, JCIA, Civil defense, and other relevant quality standards.
• Active role in achieving JOINT COMMISSION INTERNATIONAL (JCI) ACCREDITATION for the hospital in the field of Facility Management and Safety (FMS).
• Review of architectural and firefighting plans in accordance with applicable fire & life safety code.
• Giving Health & Safety orientation to new Employees and Contractors.
• Developing & Implementing policy is and plans for OSH (Occupational Health & Safety).
• Developing and maintaining Risk Register and HVA for all departments.
• Hazardous material (HAZMAT) survey, Preparation of HAZMAT inventory and comparison with respective departments.
• Managing contractors & monitoring their performance for OSH requirements.
• Providing OSH improvements plans, corrective actions and arranging required recourses for corrective action and implementation in coordination with higher management.
• Providing practical training to staff about how to use Evacuation Chair, Fire Extinguisher and Fire Hose Reel in case of Fire Emergency.
• Ensures that organization and staff well prepared for any internal and external emergencies and disaster.
• Ensure corrective OSH documents, risk assessment and certifications while performing and approving Work permits.
• Regularly monitor and inspect different areas of the Hospital to ensure that risk is under control, assist and supervise team, contractors in high-risk work /areas.
• Conducting regular training and Emergency codes drills of Fire Safety, HAZMAT, Risk assessment etc.
• Review proper identification and labeling requirements on flammable liquid and gas containers and cylinders. Confirm that the containers are properly stored in safe storage areas which are designated and identified by
clearly demarcated signs and surrounded by stable barriers.
• Investigating incidents and maintaining the records.
• Liaise with hospital authorities and other regulatory authorities.
• Conduct & coordinate safety and first aid training to educate workers, students about safety policies, laws, and practices.
• Conduct training programs covering health, safety and environment aspects.
• Identify and communicate personal protective equipment (PPE) requirements and train the employees to ensure that the PPE requirement are properly implemented and enforced.
• Inspect laboratories and other regulatory authorities.
• Maintain Key performance indicators (KPI) for Fire program such as firefighting, fire drill and fire training indicators, Risk Assessment.
• Advise Head of the Department of the various department on new and proposed legislation, together with safe work practices needed for compliance.
• Prepare Departmental procedures dealing with health and safety issue within the department.
• Conduct Safety Committee meetings. Note the deficiencies and act accordingly to rectify them. Keep the committee informed with all the fire and safety issues and activities.
• Schedule and conduct unit fire drills for all the departments. Follow-up with Unit Supervisors on the evaluation of fire drills. Maintain records.
• Confirm that firefighting equipment is checked on quarterly/monthly basis. Maintain the inventory and inspection records.
• Ensure that fire detection systems are working properly, reporting any deficiencies to Engineering Department. Follow-up and maintain the testing and inspection records.
• Ensure all fire exits are properly marked, illuminated and free from any obstructions. Make sure they are unlocked.
Carries out fire safety training, as appropriate, with all hospital staff on a regular basis.
Manages the Facilities department responsibility in terms of safety and takes a leading role in NFPA rating (hazardous material rating) implementation elsewhere in the hospital.
Takes a prominent role in disaster planning and coordination and management of these events and issues reports and recommendations on such occurrences.
Maintains records of training and inspections in accordance with JCIA standards.
Training Facilities staff in safe working practice when using mechanical/electrical equipment.
Training medical staff in correct techniques of evacuation of patients in the event of a fire.
Carries out weekly fire/safety inspections in conjunction with engineers of hospitals.
Direct responsibility for the repair and maintenance of all fire protection systems in the hospital.
Coordinate and oversee Hazardous Waste and Spill Response program.
Conduct and/or coordinate environmental monitoring for environmental hazards
Following HSE Policies, Manuals, Guidelines, Specifications, Standards and Procedures.
Maintain documents as per NPPF policies, procedures, management systems in accordance with the ISO 14001 and OHSAS 18001 standards.
Overseeing the development of adequate risk assessment
Making daily reports regarding unsafe procedures in the workplace.
Implement and monitor HSE plans periodically and review the compliance.
Implement HSE training as per training plan and conducting HSE induction training for new employees.
Conducting HSE Audits and inspection and follow up on non-conformance and corrective action. Conducting safety material inspection (Fire Hoses, Fire Extinguishers, Fire Alarm Control Panel, Fire Pump and Control Panel (Auto & Manual) and Personal Protective Equipments).
Preparing /issuing corrective and preventive action reports.
Implement related roles and field location Emergency response procedures and evacuation plans. Develop, update educate and implement Emergency Response Plan.
Implement program for including awareness among employees on HSE related issues. Provide advice & guidance for environments health and safety standards.
Involve in risk assessment process and reporting for unsafe procedure /conditions in the workplace.
Coordinate with department head/supervisor to investigate accidents, near-miss incidents and occupational injuries to determine causes, install preventive measures and manage return. Coordinate employee safety programs to assuring effective implementation.
Responsible for overall safety level and coordinate with fire alarm system Maintenance Company liaise with Civil Defense during emergencies.
To ensure workers are using their PPE appropriately and proactively monitoring their compliance of safe system of work, violations are promptly dealt with situation restored to normal.
