Projects of total amount more than 3 billion SR. consist of Bridges, Roads with its furniture, Storm Water projects, Gardening, and Municipal Facilities Construction, and O&M projects.
Pre-Award:
• Initiate and review of prequalification of bidders.
• Prepare the bidders list for the specific work for management approval.
• Initiate, prepare contracts award strategy.
• Assist in bids technical evaluation.
• Contribute in improving the tendering and contracting processes & procedures.
• Participate positively in Projects Management Office (PMO), Tender Boards, & other committees.
• Participate in tender negotiation; pre-bid conferences. Advice on decision making (omission, deviation & qualification).
• In charge of contracts negotiation of projects, and of business development and project cost estimation creating, formulating and drafting of new contracts.
Administering Contract:
• Apply terms and conditions of contracts to safeguard Municipality interests.
• Review contractual documents submitted by contractors; Performance bonds, Insurance .. etc. and provide advice to management and confirm their compliance with the contract.
• Monitor projects cost by issue monthly Accrual & cash forecast sheets for projects under construction.
• Review variation proposals and prepare appropriate recommendations to management securing their approval.
Post-Award:
• Review and analyze contractor claims for cost/time, make determinations & participate in claim negotiation.
• Determine contractual obligations of all parties and provide expert opinion in responding to contractor's contractual correspondence and provide final decision recommendations.
• Analyze the time & cost impact of the contractor's claims and challenge the contractor's claims against the contract terms & conditions and prepare the claim analysis report and recommend the actions.
• Assure that contractor has implemented all possible means to mitigate the loss including timely notification in case of disputed variation or claim. Create innovative solution before starting the claim process.
• Review the claim analysis report if prepared by others, and comment on its recommendations.
• Follow up the implementation of the recommended preventive and corrective actions.
• Perform the contract close out, including the final measure, reconciliation of variations and execution (including signatures) of final value agreement and waiver of any further claims.
• Maintain records and correspondence which reflect the progress and statues of project.
• Monitor the progress of work and coordinate with assigned parties.
• Conduct meetings with departments, contractors, consultants, staff and top management.
• Review the contractor claims and recommend to the management.
• Review monthly progress reports for the projects.
• Review and approve the contractor payments.
• Following up the progress and coordinating with consultant.

The National Project for Training and Employment in Makkah Region is considered one of the important channels for the activation Saudization. The project aims at the gradual replacement of foreign manpower in the private sector by the national manpower through providing suitable chances for qualification, training and employment in accordance with the council of Ministers decree #50 and other decrees relating to the nationalization of posts which should be accomplished in scientific manner to ensure a balance between supply and demand for national manpower.

• Supervising the follow up activities of decisions of directives relating to saudization, employment and the expatriates issued by the council and the different government authorities.
• Making of a detailed study for each of the productive and service sectors to know the manpower structure in relation to the number and kind of posts and nationalities and qualifications of the employees occupying them.
• Determine the kind of posts which can be Saudized now, after sometime and in the long run and to prepare a time schedule for them and suggest the necessary training programmes to fill these posts with national manpower.
• Coordination between the different educational and training establishments including the Universities, Colleges, Technical Institutes, Governmental and National, and to unify the efforts for executing training programmes to meet the employment requirements and priorities.
