• Compile all tender bids, ensure it is complete in all aspects of pricing, submission and check all estimating and tendering aspects relevant to the project implementation in the region
• Ensure the estimators prepare upon award of the project, a summary of the job including cost of labor, material, quantity and quality of the material required strictly as per the specification of the client to ensure that they are as per the prescribed parameters

• Assist the Estimating Manager during post tender negotiation / clarification with clients so as to arrive at a tangible decision on tenders with a view to obtain the job with maximum markups and profits
• Update construction cost database to order and track purchased materials, labor and supplies needed for projects and monitors, reviews and oversees contracts submitting bids that determine cost and stated duration of project
• Updates unit Rates, material cost databases, labor and construction equipment rates to keep them current & prepares construction estimates for Job Change Notices (JCN)

• Responsible for supervising and training a team of quantity surveyors and CAD engineers.
• Responsible for encompassing general aspects of estimation including; instruction to tenderers, quantity take-offs, site visits, material and labor pricing, project specifications, circulars/bulletins, tender summaries, and preparation of tender documents and/or proposals.
• Developing estimation files and correspondence including estimation log, tender files, spreadsheets, detailed take-offs, vendor/subcontractor notifications, scope letters, bid forms, etc.
• Evaluating and developing construction labor rates and evaluation of subcontract cost estimates and proposals.
• Assigning responsibilities for estimating team on each tender.
• Organizing, prioritizing workload and coordinating team activities to meet deadlines.
• Managing and coordinating the staff, software and other resources used in performing estimating functions.
• Reviewing project plans and specifications, and coordinating with the team to ensure full comprehension and completion of data.
• Identifying risks and detecting the probability of its occurrence.
• Assessing the required resources for projects to ensure accurate cost estimation.

Technical Assistant to the Project in-charge
- Supervise the projects
- Insure the quality of work done by the contractor
- Inspect construction materials delivered on site in accordance with the technical Specification prior to use.
- Review “for permit” and “approved for construction” plans, drawings and specifications and report if there is any discrepancy.
- Review the letter of award of the contractor then issue a notice to proceed when no discrepancies are seen.
- Coordinate with Head Office or the department concerned regarding the important aspects of the project
- Conduct daily inspections to ensure that the project is “as per plan”
- Monitor and evaluate the accomplishment of the project and make a weekly project tracking report
- Conduct weekly technical coordination meeting with the contractors to discuss problems on site.
- Review and conduct cost estimates for change order proposals of the project
- Review and evaluate the progress billings of the contractors and endorse it to the Head Office
- Prepare shop drawings when necessary if there are suggested revisions in the plan
- Coordinate with co- engineers and issue site instructions and memos to ensure smooth flow of operations.
- Coordinate with the project accountant to monitor the progress expense reports of “by admin” projects.
- Review as-built plans for the project and endorse for approval
- Prepare the necessary documents for contract close out

Technical Assistant to the Regional Survey Operations in-Charge
- Prepare survey data for lay-out and report if there is any discrepancies.
- Process raw data for processing of topographic map
- Prepare and process cross sections for volume computation for earthworks
- Review volume computations submitted by contractor for billing and endorse it to the Regional survey for approval
