Responsibilities:
Working with a team of Engineers and Management Executive in handling various contracts with service providers & consultants etc. for PARCO-Mid Country Refinery, Qasba Gujrat, Distt. Muzaffargarh, located at 75 km away from Multan, Pakistan.

• Handling refinery contracts for construction, body shop services, IT, Miscellaneous Lump sum and Unit rate agreements.
• Review scope of work along with technical specifications for clarity/completeness and ensure that requirements of company’s policy, international codes & standards, relevant government agencies and authorities are met and properly mentioned in the bid/tender documents.
• Prepare Tender/Bid documents in close coordination with user department to ensure that tender document is fit to meet the user’s objective.
• Initiate competitive tendering as per the approved company procedures; prepare evaluation criteria, preparation of Bid Summary for recommendation to Internal Evaluation Committee (IEC) for approval.
• Conduct meetings with user department for developing criteria for Prequalification of Contractors. Prepare list of prequalified contractors and monitor the data base for uploading of the approved contractors in SAP.
• Prepare press advertisement for competitive bidding in National News Papers, arrange pre-bid site visits for clear understanding of scope of work, clarify bidder’s queries through addendums, arrange public bid opening.
• After obtaining necessary approvals from management, issue Letter of Intent (LOI) to approved bidder, arrange contract signing and issue Letter to Proceed (LTP).
• Attend kick off meetings of various projects/contracts with end user and contractors.
• Obtain required bank guarantee and insurance policies from selected contractors, its checking and forwarding to finance department for safe custody. Issue Bid Bonds to unsuccessful bidders.
• Administer the Contract during the entire period of Agreement until expiry of Warranty and release of Contractor’s performance Bond.
• Monitoring Contractor’s performance and HSE compliance during entire contract execution, issue notices/letters to Contractor for any deviation to specification or HSE violation.
• Issue of Final Completion Certificate to Contractor.
• To hold performance bond of bidder till performance period, and to check claims with user department due to defective material and bad workmanship etc., and resolve warranty problems, if any.
• Preparation of Customer Satisfaction Survey Form for Materials Department for improvement of company’s procedures and systems. Prepare list of contractors/service providers and issue forms. Send reminders to contractors not responding. Analyze the forms submitted. Prepare list of common problems faced by contractors. Submit comprehensive survey report to management.
• Sale of Unserviceable Scrap and Capital Nature Items in line with company policy. Keep close coordination with ware house to maintain the record of scrap material received against Scrap Receipt Memo (SRM) and Fixed Asset Transfer Advice (FATA). Making lots of scrap. Finalizing the lots after getting the same inspected by Scarp Inspection Committee (SIC). Prepare press advertisement for sale of scrap in National Newspapers. Prepare Tender Documents. Arrange Pre-bid visit of contractors. Arrange Public Bid Opening. Handing over of Scrap to highest bidders after obtaining approvals from Management.
• Revision of Standard Operating Procedures (SOPs) of Contracts Section according to SAP (previously they were according to Maximo).
