Outline
The position was a support function to ensure that the necessary consumables, medical equipment are procured for health care facilities to reach department goals of provision of sustainable health care delivery. The position involved strengthening of financial stewardship and enhancing the financial management of the department in delivering on its mandate.

Key responsibilities

Head of Supply Chain Management & Financial Management at the District level.

•To render a financial support service to the Department of Health in respect of implementation of PFMA, including provision of financial reports to management for decision-making
· Support management with the implementation of PFMA
•Support Management in creation of awareness to financial & non-financial members of the department of the financial implications of their business decisions.
•Assist Management with the establishment of sound asset management, revenue & expenditure systems and compliance to the relevant prescripts.
•Ensure that financial reports are timeously compiled and communicated to the relevant stakeholders.
•Recommend ways of strengthening of the internal controls by ensuring that irregular expenditure & fruitless and wasteful expenditures are curbed.
Address Supply Chain management enquiries to ensure correct implementation practices and policies.
•Liaison with the internal/external auditors and assisting management with resolution of audit queries
•Effecting final authorization of payments of invoices on LOGIS system
•Ad Hoc duties



Key achievements/projects

•Based on the excessive amounts on NHLS accounts that the district was paying for, NHLS reconciliation was done on each invoice received.
•The district was able to identify patients that are on the invoice and not appearing the clinic registers and only pay for those patients that are on the clinic patient registers thus making savings on NHLS accounts.
•The payment to service providers were processed within the 30 days’ payment cycle in line with the Departmental prescript

Project Finance Officer at Transnet Rail Engineering

Outline
The position was responsible to ensure that cost benefit analysis is done on leases versus outright purchase of machinery and equipment needed for operations. The asset register of the company had to be updated with newly acquired assets in order to be reflective of assets on the ground. The financial evaluation was to be conducted on capital investment project to give an indication of whether investments will yield desired results and thus increase shareholder value.

•Updating of various department’s monthly cash flows.
•Reconciling of the Lease Register to the trial Balance.

The proposed reefer train project that was aimed at building specialised refrigerated wagons for transporting of citrus fruits from Limpopo to Cape Town was not done based on the financial evaluation of the team that I was part as it was found to be unprofitable and thus saving the company money
