- Prospect identification of Mega Construction Projects. Management of the Registrations, Expression of Interest and Pre-Qualification processes associated with new prospects. Producing procedures and flow charts related to the Proposals Process. Performing Initial Risk Appraisal, and coordinate / produce the “Bid / No Bid Evaluation Sheet” and the “Proposals Process Risk Register”. Advice if going into a JV would be recommended. Identify Bid Team members and produce / distribute the job specific Proposals Activity Schedule (Responsibility Matrix) for each project. - Leading and managing the preparation of technical and commercial responses to bids and proposals for Engineering, Design and Build, Facility Management and O&M projects. Overseeing the internal bid review process to ensure proposals are submitted on time, accurately while meeting key pricing, revenue and profit margin and goals.
Managing the process of ‘Handover of Projects’ to Operations and the Contract Department following projects award. Audit of previously submitted tenders for lessons learnt purposes.
- Analyze technical and commercial packages for Heavy and Complex Construction and Maintenance projects at Tendering Stage covering designs, technical data, specifications, sustainability and projects objectives. Investigate potential contractors and recommend the most qualified ones. Interview companies’ representatives regarding work performance, specifications, costs, procurement, programme of works and other technical, commercial and contractual issues. Analyze cost effect/impact for alternative proposals and Value Engineering.
- Plan, direct and manage the MEP team during the bidding process. Approve bid proposals, Evaluate overall revisions, prices, and past performance of each contractor. Establish priorities, assign workloads focusing on the more difficult and complex assignments.
- Demonstrates continuous efforts to improve Technical and Procurement process, decrease turnaround times, Streamline work processes and work jointly with Operations and the Contract departments to provide high service quality meeting Client’s needs.
- Negotiate tender awards and contract agreements pertaining to projects and variations at post award stages for the Procurement Department as needed.
