Head of Project Management Division (PMD)-Jordan Water Company (Miyahuna), Amman-Jordan
• Manage $120 Million USD to meet the institutional demands required for the management of the Non-Revenue Water project under the Fixed Amount Reimbursement Agreement (FARA) signed between the Ministry of Water and Irrigation and United States Agency for International Development.
• Coordinate closely with Directorate of Operations, Directorate of Customer Services, Directorate of Financial Affairs and Procurement Department.
• Responsible for the overall planning, execution, coordination, evaluation and reporting requirements for implementation of the FARA in accordance with the Umbrella FARA and Associate FARA requirements.
• Responsible for preparing, updating and the monitoring of work plans and budgets.
• Liaise between Miyahuna, USAID, and the consultant.
• Review and approve detailed work plans of signed FARAs prepared by Project Managers and making sure different associate FARAs are working in syns and enough resources in place.
• Review detailed design, project management, and progress report writing.
• Assisted in the preparation of tender documents for water supply network rehabilitation construction work, technical specifications, and Bills of Quantities (BOQs).
• Supervised the implementation of several multi-million dollar water supply network restructuring and rehabilitation projects which included establishment of District Metered Area (DMA), isolation of zones and installation of pressure management systems to reduce NRW.

Manage Mercy Corps’ “Support to Host Communities Affected by Syrian Refugee Crisis in Jordan” according to the work plan, budget and implementation strategy.

Supervised the implementation of several grants given to CBOs and NGOs that seek behavior change through promoting water efficiency and conservation practices inside and outside the households in Jordan.

Act as technical specialist for project partners and the rest of the project team on water issues in Jordan, in particular behavior opportunities related to water conservation and efficiency;

Assist the team in conceiving and developing appropriate communication products and materials for selected target audiences based on solid water knowledge and knowledge of behavior change methodologies;

Liaise with and lead the support and communication strategies for governmental water institutions and water utilities in close collaboration with the senior communication specialist assigned;

Liaise with other projects and donor agency water experts as needed and as requested by the supervisor and provide regular updates to management and staff about the water situation in Jordan with an eye to its impact on project goals and objectives;

Draft SOWs and manage any ad hoc research and situational analysis activities that are related to water specific technical issues including but not limited to taking the lead on research assessing legal issues surrounding illegal wells, water theft, …etc.

Mentor staff on water specific issues as necessary and as requested;

Provide training in water conservation techniques in all capacity building activities targeting institutions, NGOs and CBOs;

Support other staff in the pursuit of project goals e.g. support the development of eco-standards under the Ministry of Environment as requested by the Solid waste specialist as needed;

Prepare and/or review concepts and material for incorporation into non-formal and informal education activities under the project related to key water issues from the consumer (target audience) vantage;

Identify opportunities for partnering with the private sector (CSR, PPP) and other donors on issues related to water conservation in Jordan;

Provide technical support during all phases of the grants program (e.g., review and comment grant applications related to energy, visit and monitor grant projects, provide technical support to NGOs and CBOs during project implementation);

Based on the explicit request of his supervisors, write succinct minutes of meetings or memos to the file to be stored on the common drive;

Contribute analysis and succinct write-ups to project deliverables including progress reports, Monitoring & Evaluation plans, and annual work plans; and

Respond to any other request from the project Chief of Party or his designee.

Carried out field work for Caltrans Storm Drain Inventory System (SDIS) project for Phase II stormwater compliance. The project involved mapping out Caltrans inlets, outfalls and discharge points for highways 14 and 138 in Los Angeles County (District 9). My duties included locating stormwater structures using GPS, data entry into the GIS system using potable laptop, delineating drainage areas for each inlet and outfall.

Updated the Stormwater Management Plan for Naval Base San Diego (NBSD) for Phase II stormwater compliance.

Assisted in developing and writing several proposals and cost estimates.

Water Treatment Plant Upgrade-El, Centro-California. Worked as a design engineer for the upgrade of the City of El Centro Water Treatment plant. Duties included designing a 21 MGD dual-media water filtration system with an underdrain collection system, raw water storage ponds and sludge basins. Developed the air/water backwash sequencing and duration, coordinated with filter manufacturers and controls engineering subconsultant. Designed two pumping facilities for the proposed plant: clearwell transfer sump and waste washwater recovery basin. The clearwell pump station is designed to have an initial capacity of 21 MGD, with an initial expandability to 32 MGD.

Cuyamaca College, San Diego-California. Prepared a computer-based model of the existing storm water and sewer systems to evaluate the current capacity and the impact of the proposed improvements. Performed ultimate build-out conditions Hydrology Study with hydraulic calculations for 100-year frequency storm with flows, direction of flows, inlets and catch basins, outlets to drains, contributing areas and other related information shown on the map.

La Jolla Band of Luiseno Indians Sewage Treatment Facility, Pauma Valley-California. Assistant engineer for the design of a sewage treatment facility on the La Jolla Reservation. Project assessed treatment facility siting, access to utilities, availability to discharge effluent, options for disposing of screenings and sludge, evaporation pond design and estimated construction cost.

Canal Water Distribution Treatment System, Plaster City-California. Assistant engineer for the preliminary engineering report for Canal Water Supply project. The project included the design of intake structure, 6 miles of pipeline, holding basins, storage tanks for use for process purposes. Preliminary engineering drawings and cost estimates were also included.

Tecate Vista Mutual Water Company, Tecate-California. USDA Pre-Application for Water Improvements: Assisted the Water Company in applying to the USDA for grant funding to replace 1, 500 feet of breaking water pipelines and undersized water storage tank. Developed the cost for the improvements, taking into consideration the labor, planning, and engineering requirements of USDA.

City of Bishop Wastewater Master Plan, Bishop-California. Assistant engineer for the development of the City wastewater master plan. My duties included field visits to the treatment facility, information gathering related to sewage flow and flow projections. In addition, full hydraulic assessment of the wastewater collection system deficits were performed by closed circuit television video (CCTV) tapes and hydraulic analysis of the full system was carried out using H2O Map Sewer. Deficiencies of the collection system and the treatment facility were identified and recommended alternatives to solve the deficiencies. Prepared a Capital Improvement Plan for the city.

Installed Liquid Phase Hydrocarbon (LPH) recovery systems to remove free-floating product from groundwater monitoring wells at gas stations. The system involved the installation of both active and passive product recovery skimmers. My duties also included taking weekly readings of the free product thickness to evaluate the effectiveness of the system to remove free product from groundwater.

Supervised High-Vacuum Dual-Phase Extraction Feasibility Tests (HVDPET) to assess the feasibility of soil and groundwater remediation at gas stations. The test was conducted using a Mobil Remediation System (MRS), a truck-mounted thermal oxidizer unit equipped with high vacuum (25 inches of Hg) liquid-ring blower designed to extract contaminated soil vapor and groundwater. The vapors were treated by the thermal oxidizer and the extracted groundwater was collected in tanks for later disposal. My responsibilities included, writing of field procedures, optimizing the operation procedures during the extraction event, taking both vapor and water samples at set times.

Prepared HVDPET reports following the conclusion of the test. The report entailed assessing the magnitude of contamination at the site, calculating the Radius of Influence (ROI) for each extraction well and the cumulative mass of contaminants removed during the event and providing recommendations regarding the feasibility of HVDPE as a viable and cost-effective method for remediating the site. The report was later submitted in a timely fashion to the principal engineer for review.

Designed and operated a groundwater extraction and treatment system utilizing Granular Activated Carbon to clean up BTEX and MTBE impacted groundwater. The project entailed also the installation of several pneumatic pumps to deliver the extracted groundwater into the treatment system. Weekly and monthly water samples were collected at specific location through out the process train to monitor the removal of contaminants and evaluate the efficiency of the treatment system.

Conducted in-situ Air Sparge (AS) tests to assess the effectiveness of air sparging as an emerging remediation technique to increase the dissolved oxygen level in groundwater and enhance both the aerobic degradation and volatilization of contaminants in groundwater. My duties included choosing AS and monitoring well locations, calculating soil overburden pressure to achieve the minimum air pressure required to inject into the groundwater. Parameters such as, flow, pressure and oxygen concentration were taken to evaluate the effectiveness of air sparging at the site.

Prepared design drawings and construction bid documents for the construction and installation of several remediation systems such as pump and treat, AS and Soil Vapor Extraction (SVE). These documents were later submitted to the principal engineer for review and revision.

Assisted project managers in writing several Corrective Action Plan (CAP) reports in which different soil and groundwater remediation technologies were evaluated to select the most efficient and cost-effective method for remediation.

Prepared numerous site assessment reports, remediation progress reports, regulatory permit applications, and quarterly monitoring reports for submittal to regulatory agencies.

Supervised more than ten technicians to carryout their daily field assignments.

Performed the Operation and Maintenance (O&M) on several soil-vapor and groundwater treatment systems including SVE and groundwater pump and treat systems using Granular Activated carbon technology to treat oxygenates, volatile and semi-volatile organic compounds and chlorinated solvents such as MTBE, TBA, PCE, TCE and other contaminants.

Performed the O&M on product recovery systems designed to remove Light Non-Aqueous Phase Liquids (LNAPL). My duties included taking the weekly system readings, gauging groundwater wells to monitor LNAPL thickness and installation of pneumatic solar pumps.

Carried out monthly site-wide soil-vapor monitoring events to monitor the extent and magnitude of contamination at several sites. My duties included taking Photo Ionization Detector (PID) readings of soil-vapor samples taken from tedlar bags and collecting summacanister samples for analysis by a certified laboratory following standard methods and protocols.

Participated in numerous groundwater monitoring events of contaminated sites to assess the quality and the clean up progress of contaminated groundwater. My duties included gauging groundwater wells and calculating purge volumes for each well. Pumping methods included hand bailers, electrical bailers and groundwater pumps. In-situ reading of temperature, turbidity, salinity and PH were taken and groundwater samples were collected in several VOAs for laboratory analysis.

Provided technical support and direction to field technicians to resolve issues related to soil and groundwater remediation systems and monitoring.

Created weekly, monthly and quarterly soil-vapor and groundwater clean up progress reports and submitted them to project managers in timely fashion.

Participated in beach dye studies to monitor the bacterial count (fecal and total coliform) in the Huntington Beach area.

Implemented a site excavation, dewatering and groundwater treatment plan for a site contaminated with chlorinated solvents. My duties included installation of several dewatering wells and piezometers, trenching and backfilling and installing a groundwater treatment system using advanced oxidation process and ultraviolet light treatment technology.

Installed a piping network according to engineering drawings and specifications for a chemical feed injection system used for injecting lactate solution into the groundwater to enhance in-situ bioremediation.
