Finance Officer



General duties

• Maintain orderly and comprehensive filing systems (both in paper and computerized forms)

• Represent IRS NGO Consortium meetings

• Assist with other financial or administrative tasks if required.

Main Duties & Responsibilities
Financial Management

• Assist in the development and maintenance of adequate systems to facilitate accurate recording and reporting of all financial data

• Provide financial management support for projects

Reporting and Analysis

• Assist in the provision of financial reports in accurate and timely manner

• Analyse and circulate of budget verses actual on monthly basis and when required

• Prepare monthly funds report

Budgeting

• Assist in the development of project budgets

Banking and Cash Management

• Manage the reconciliation of bank accounts on monthly basis

• Prepare monthly funds transfer requests

• Monitor bank account balances and the transfer of funds between accounts and to field offices

• Liaise with bank(s) to ensure that branch bank mandates are current and up to date

Accounts payables

• Monitor accounts payables, and follow-ups with logistics and other relevant departments for timely processing of payments

Accounting
• Process payments on regular basis

• Prepare monthly accrual journals

• Undertake account reconciliations, including with various balance sheet accounts

• Investigate any unexpected items

• Assist with the audit of annual and project financial statements

Business Processes

• Maintain and update documentation on key business processes

• Suggest improvements to financial systems, and/or procedures to the Finance Manager as required

• Develop and Implement changes to systems or procedures on request

Regional Accountant: (Somalia)
Responsibilities Include:
o Maintain detailed records for all financial transactions in an organized and professional manner.
o Ensure daily functions including recording all cash, check and bank transfer transactions, maintain cash and bank ledgers, monitor cash advances and field expense reports, reconcile cash on hand and monthly bank reconciliation.
o Provide required monthly financial reports by specified deadlines to the Regional Finance Officer as assigned.
o Ensure financial/accounting activity is carried out in accordance with the accounting policies.
o Payroll processing and Management
o Review and ensure accuracy of financial transactions for field operations based in the region as appropriate (includes vouchers, Cash Advances, transfers, etc.)
o make certain adequate cash flow for operations and safety of financial resources at base.
o Administer all cash advances to employees and partners, reconciling all receipts and remaining cash at month's end.
o Provide support to Base Manager and/or Program Managers with regard to financial policies/practices and related areas as required.
o Ensure contracts are current on all rental properties, facilities, and vehicles.
o Identify areas for financial and administrative improvement and work to implement feasible improvements.
o Prepare and submit month-end reports to Regional Finance officer regarding country-wide operations in a timely fashion.
o Maintain accuracy in financial records.
