• Develops adequate policies, procedures and processes for the cost control function to maintain efficient operational excellence.
• Reviews project specifications, BOQs and other contract documents in order to prepare an accurate & comprehensive workable budget and cost control plan.
• Ensures communicating with Operation, Procurement and Engineering functions during the preparation of the detailed budget.
• Monitors, regularly, the detailed construction progress of the project to ensure full adherence to work plans within agreed budget and resources.
• Assesses and analyses all amendments to the project as a result of change orders and takes necessary actions to amend budget.
• Providing expert advice on cost and budgeting issues related to current projects to project managers, conducting analysis of actual performance against plan.
• Notifying project managers of any under/over run in project costs, recommending courses of action and coordinating progress with the Planning Department.
• Preparing cost trending & forecasting analysis for project costs, communicating these to all related parties, highlighting concerns and needs, recommending necessary measures, actions and methods.
• Preparing regular monthly reports and reviews of projects cost performance, providing all concerned parties with regular feedback and advice.
• Participating in monthly meetings for reviewing project progress and current cost position.
• Participate in approving the work breakdown structure (WBS) in conjunction with the planning engineers relevant to each project.
• Develop project controlled budget aspects and the projected cash flow as the scope of work relevant to each project.
• Responsible to control and monitor project total expenditure including verifying and checking of invoices and claims from suppliers, vendors and subcontractors to ensure that all project expenditures are captured and properly recorded to the correct accounting hierarchy.
• Revise the project budget according to the approved change orders.
• Prepare and update the cost reports on regular basis, reflecting the cost status of project through the cutoff date of each month.
• Comparing the relative cost of different technical alternatives and solutions to provide financial assessments for the valuation of variation orders and claims submitted to clients.
• Issue monthly reports to the project managers, drawing attention to significant factors which affect project cost.
• Issue the project close-out final reports highlighting the learned lessons to be used during the coming tenders’ appraisals.
• Perform overall project planning in conjunction with client, consultant, equipment manufacturers, suppliers and sub-contractors requirements.
• Preparation and updating of integrated time-schedules of all project’s activities.
• Join progress meetings with client and consultant where project progress and schedule discussed and improvement areas suggested.
• Attend internal meetings in order to highlight any deviation from baseline time schedules and suggest the corrective measures to overcome such deviation.
• Provide guides to project and site managers regarding the progress of work to ascertain that the progress is sufficient and within the project budget.
• Discuss and analyze project’s weakness areas on a regular basis during various project execution phases with project team, Escalates to higher management for necessary corrective and preventive actions if required.
• Preparation of project progress reports and analytical Curves.
• Monitor and review project budget monthly and issue new revisions as required.
• Maintain track of change orders.
• Perform daily inspections and preventive maintenances on the different electrical equipment in comply with the permit to work and isolation system standards and according to the Preventive Maintenance System (PMS) guidelines.
• Maintain, troubleshoot and repairing of all power generation and distribution equipment’s including generators and engine controls, controlled rectifiers, switchgears, transformers, programmable logic controllers, etc.
• Assist with the maintenance and repair of general rig equipment such as HVAC, refrigeration, communication and lighting systems.
• Install new equipment with regards to electrical wiring and fixtures standards.
• Carry out duties in a safe manner according to offshore oil field policies and procedures, maintain discipline onboard, ensure compliance with company disciplinary procedures and respond to emergency situations as per designation on station bill.
