Following to the establishment of a new division for development and execution of infrastructure projects within the group, I was assigned to participate in the incorporation of the new setup in Abu Dhabi for investment in and executing infrastructure projects to carry out long term projects on the basis of BOT, BTO, BOO, BOOT, POR, PPP and similar types of privatization projects. My scope included also the implementation of systems and procedures as applicable within the group and to participate in the incorporation of new joint ventures and subsidiaries then to establish finance and accounting department to take over the responsibilities to functionally manage financing, accounts and the ERP system. The scope also included establishing a number of subsidiaries to the holding company for projects awarded, Managing and running the finance and accounting department for the group at minimum structure and reduced possible overhead, training and mentoring the staff for the new core of business and the responsibilities of the subsidiaries they are assigned to and implementing the new ERP to the group.
Functions of finance and accounting department include business planning, budgeting, forecasting, performance management, cash-flow management, treasury controls, variance analysis, cost management, implementing internal controls, internal audit, book keeping, IFRS reporting, securing corporate finance inclusive of associated overdrafts, loans, letter of credits, letter of guarantees, counter guarantees, corporate guarantees, participation in financial close process and completing condition precedents as applicable to secure non-recourse or recourse project financing inclusive of hedging and business modelling.
The administration functions includes preparation of memorandum of association for new companies and managing the process of establishing the new company in association with Notary Public, Ministry of Economy, Department of planning and chamber of commerce. Also preparation of ordinary and extraordinary assembly meetings and meetings of the board of directors and following up the executions of resolutions resolved therein.
At this Oil & Gas maintenance and services projects company, I was responsibilities for developing, implementing and maintaining a database information system to build up records of asset management for company’s fleet of heavy, light, mobile and specialized equipment and instruments including acquisition, operating revenues, maintenance schedules, repairs and modifications logs and costing.
Preparing and administrating agreements and invoicing for equipment rental to short term sundry clients other than company’s major long term projects.
Resident site accountant in a road network paving construction project for a newly developed city supervising the team operating a stone crushing and mixing station on site and keeping daily records of material supplied for production and records of loads transferred out as a production, receiving material supplied on site, procuring catering supplies for the labors camp, and accounting for labor wages cash and petty cash expenses.
