Pre-Contract Stage :
• Reviewing of Contractual documents, Identifying and notifying any kind of potential risks.
• Preparation of Risk Matrix during pre-contract stage, and managing reports by highlighting the areas of concern
Post Contract Stage :
• Preparing the following:
o Daily correspondences/ letters and notices and responding them in timely manner
o Disruption & prolongation cost claims and narratives in cooperation with various departments
o Cash flow Forecast
• Co-coordinating with stakeholders to fulfil the contractual obligations like Insurances / Bonds/ Guarantees
• Involve in the Process of Reviewing of Interim Payment Application (for Client) / Interim Payment Certificate (for Subcontractor) / Variations
• Advising the stakeholders regarding the appropriate procurement routes for Subcontract works
• Assisting in the process of subcontract agreement preparation
• Involving in the following process :
o Preparation & Assessment of Final Accounts
o Process of Subcontract payment negotiation
o Process of subcontractor evaluation based on KPI’s for future engagements
Pre-Contract Stage :
• Evaluation of Pre-Qualification for the Contractor’s (Vendor) in Co-ordination with the Technical Department
• Verifying the Technical part of Tender Documents which is received from the Consultant / End User
• Preparing/Documenting the Commercial part of Tender Documents which includes Selection of Procurement method, Contract Form, Conditions and Appendix to Tender, Firming up of the Bond/guarantee’s requirement, Insurance requirement, Delay penalties, Payment information’s in line with Company’s Standards and available D.O.A (Delegation Of Authority).
• Preparing Tender Approval Form before initiating any Tender process from the Tender Committee
• Floating E.O.I (Expression of Interest) and Tender Documents to those Contractor’s interested in Participating Tender
• Evaluating the tender clarification’s which is received from the Contractor’s and respond them as a Tender Addendum
• Preparation for Tender Opening process in coordination with Tender Committee
• Forwarding the Technical part of Tender submission to the Technical department for their evaluation and scoring.
• Involving in the commercial evaluation process which includes the Price Analysis and Compliance to Tender requirements
• Involving in process of compiling Technical / Commercial Scoring and short listing tenderers.
• Negotiating with short listed tenderers and obtaining full complied proposals in line with our budget
• Obtaining approval from the Tender committee for the selected Contractor before issuing LOA
• Drafting and Issuing LOA/ Contract to the Selected Contractor
Post Contract Stage :
• Involving in Post contractual process’s like variation evaluation, verification and processing of Interim Payment Applications, Value Engineering evaluation, Claim evaluation and Closing of Final Account
• Analyzing the received tender documents from the consultant and assessing that all issued documents are in order, and quantities and assuring that the given quantities cover the complete scope of work in case the project is to be submitted on lump sum basis
• Forwarding queries to consultant for discrepancies observed in the issued tender document
• Ensuring that Sub-contractors pre-qualifications are thoroughly studied and project works are sublet to those contractors whose pre-qualification comply with company’s commercial requirements.
• Conducting cost analysis of projects such as unit price analysis, gross profit ratio for management decision
• Performing value engineering and creating various proposals to the client / consultant, propose alternative material, which are economical and similar to the specified and finally prepare an alternative bid, which perfectly suits the budget to the client
• Negotiating with subcontractors/suppliers
• Preparing the following:
o technical and commercial proposal
o detailed estimate
o Project Control Budget and Monitoring regularly and notify the Management for Potential Cost Overrun items
o Project cost control report in line with Earned Value (EV) on monthly basis and micro level report on weekly basis
o Subcontractor packages to get the quotation, and acquiring alternate quotation to the specified items to prepare an alternative offer, if the project is out of budget of the client
o Technical clarification and conditions on which the project is based and priced which will become an integral part of submitted bid
• Directly reporting to the Director.
• Assesment and Preparation of final account for subcon and suppliers.
• Preparation of Dash Board along with planning department.
• Preparation of Cost Report and cash flow forecast.
• Preparation of monthly progress claim.
• Preparation variations and liaisioning with client/cost consultant for evaluation of variations.
• Administrating the contract by close review of construction document’s along with contract document to identify potentional variation items.
• Co-ordinating with sub con /suppliers for smooth running of project.
• Preparation of monthly payment schedule for subcon / supplier’s based on available fund allocation.
• Implementing cost controlling techniques to increase optimum usage resources.
• Prepare the detailed analysis report for any special bought out items.
• Float the enquiries to sub-contractors and suppliers.
• Manage technical and commercial evaluation of subcontractor’s quotation.
• Manage and control project according to specifications and tender documents.
• Analyzing the received tender documents from the consultant and assessing that all issued documents are in order.
• Carefully assessing the B.O.Q, Specifications and drawings, listing out various items, and forwarding the packages to specified suppliers to get the right price of the required material.
• Simultaneously acquiring alternate quotation to the specified items to prepare an alternative offer, if the project is out of budget of the client.
• Forwarding queries to consultant for discrepancies observed in the issue tender document.
• Analyzing the quantities and assuring that the given quantities covers the complete scope of work in case the project is to be submitted on lump sum basis.
• Meanwhile prepare all technical clarification and conditions on which the project is based and priced which will become an integral part of submitted bid.
• Items, which fall under client’s responsibility, are identified and evaluated separately under provisional sums items.
• Sub-contractors pre-qualifications are thoroughly studied and project works are sublet to those contractors whose pre qualification comply with company’s commercial requirements.
• Do project cost analysis of projects such as unit price analysis, gross profit ratio and return of investment for management decision.
• Do value engineering and make various proposals to the client / consultant, propose alternative material, which are economical and similar to the specified and finally prepare completely an alternative bid, which perfectly suits the budget to the client.
• Negotiating with subcontractors/suppliers.
• Attending pre-tender meetings with client/consultant.
• Attending pre-tender site visit.
• Preparing technical and commercial proposal.
• Preparing detailed estimate.
• Report to the Deputy General Manager about the anomaly and discrepancies of project details.
• Co-Ordination with planning department to prepare the detailed program for contract packages.
• Prepare the tentative cash flow program for management.
• Prepare the detailed analysis report for any special bought out items.
• Float the enquiries to sub-contractors and suppliers.
• Manage technical and commercial evaluation of subcontractor’s quotation.
• Manage and control project according to specifications and tender documents.
• Prepare and submit the monthly due payment report of sub-contractor and supplier to management.
• Prepare the interim payment certificate to client based on project progress.
• Preparing weekly status report of ongoing projects considering accomplishment versus actual cost for management meeting.
• Participate in site meeting and co-ordination meeting with sub-contractor, supplier and site manager in order to smooth running of project.
• Constant liaison with consultant, client and subcontractors in order to ensure completion of project within scope, time and cost frame.
• Prepare the detailed report on any variation & claim.
• Site supervision for the project.
• Preparing Roll over programme and achieve the targets.
• Maintaining tools and material stocks.
• Allocation of manpower for the works without compromising priority of works.
• Preparing Daily Report, Monthly Report & Monthly Payment report.
• Conduct Site inspection with client to get approval
