• Identify and study new business ideas / projects through promotional plans, new product, and business developments in coordination with the Agencies to enhance the RTA’s strategic objectives.
• Roll out a communication plan to agencies in line with sections roles and responsibilities on target setting and evaluation.

• Monitor implementation of, evaluate and recommend specific adjustments and/or corrective action towards implementation of the strategic plan for consultancy services to agencies and sectors
• Monitor the financials received through these services and ensure they are in line with the set pricing strategy
• Contribute to the Commercial and Investment Department’s long-term strategy.
• Lead the development of the RTA annual sales plans for various Products and services in coordination with the Agencies and Sectors.

• Prepare Marketing Plan and lead the planning and implementation of business development strategy.

• Formalize all processes, procedures and standards including KPI for HRD Department.
• Serve as a change agent by proposing innovative initiative changes; improved policies and procedures, process changes; methods and ways work gets done and cultural changes; necessary world view changes and paradigm shifts needed for the organization to adjust and grow with changing workforce and cultural conditions.
• Develop and maintain the Quality Management System and procedures in the directorate including managing the yearly internal quality audit schedule, controlling QMS documentation within the directorate, and the status of non-conformances, objectives, Improvement Action Plans and KPI’s.
• Represent organization and create public awareness of world vision at various functions: conferences, seminars, job fairs, social settings, sector and industry meetings, etc.
• Develop and maintain vast and varied professional relationships to expand HR networks.
• Lead the HRD Department in DGEP preparation, action plan and execution.
• Establish and maintain employee benefit programs. Inform employees of benefits. Analyse and assess trends in benefits and recommend adjustments in benefits as appropriate.
• Analyse wage and salary reports; create a comprehensive and competitive compensation program that is industry specific and aligns with organizational objectives.
• Develop and conduct surveys to measure and achieve the target for “employee satisfaction” and prepare development plans to increase employees satisfaction.
• Designs compensation and benefits services and strategies, makes recommendations, and prepares proposals for new and improved programs based on DGHR Law and the market.
• Perform any other responsibilities associated with this position when appropriate.
• Management and the provision of personnel services, which include but are not limited to, health insurance, the completion of transactions for staff with the Department of Naturalization and Residency, booking tickets and hotels for employees and processing of visas.
• Oversee the process of health insurance for employees at the level of the organization, and ensure the implementation of the policy as per the law and regulations
• Oversee the completion of the transactions of staff with the Department of Naturalization and Residency, and work to develop a relationship with the body Naturalization and Residency Department to achieve the strategic objectives of the body.
• Manage the process of booking tickets and hotels for employees, according to the law and setting up clear criteria.
• Manage the visas issuing process for staff travelling on official assignments from consulates and embassies, according to the systems and procedures of the Authority.
• Manage and support new employees to complete the procedures for obtaining suitable accommodation and other things that help them to settle as soon as possible..
• Regularly monitor and follow up on the payment terms/conditions in the contracts.
• Carry out quality check for the services provided against the service level included in the contract.
• Coordinate with RTA departments to handle their complains and feedback against certain vendors and ensure that all requirements are considered in supplier profile and/or contract.
• Develop and provide a comprehensive strategic plan, objectives and KPI for all activities, projects implemented by the directorate functional departments and insure that it is done on time effectively and efficiently as per RTA vision, policy, rules and regulation.
• Responsible for directing and provide high level of administration services strategic management, support and advice to deliver effective planning outcomes for entire RTA and direct the preparation of all administration services projects and reports.
• Oversee the day-to-day management of the entire administration services; direct the management of functions, and activities including Employee Services, General Services, and Librarian Services departments.
• Protect interests of employees and the organization in accordance with HR Law of Dubai government and regulations.
• Review the general service management duties reports that may include but are not limited to feasibility studies of parking use or building, zoning and building codes, operations and office maintenance costs and support services costs.
• Preparation and development of Archiving policy, rules and procedures and regulations to regulate and control all aspects of archiving processes in all departments.
• Overseeing and making sure that the methodologies and techniques related to archiving electronic / paper applied in the organization conform to international standards.
• Periodic review of the performance of staff in the department, and help them develop their performance through the promotion of positive aspects, and find solutions to the difficulties and obstacles that may adversely affect their performance.
• Periodic review of the performance of companies operating in archiving projects through periodic inspections, and review the ability of these companies to meet the strategic goals of the organization.
• Continuous research and identify best practices in the field of archiving and preservation of documents, and the application of the right ones to achieve the strategic objectives of the organization.
