As a Deputy, head Field Finance Officer am the person number two in Finance for an organization
with around 7, 000 staff and over $136m budget,
Duties in general:
Manage Financial Reporting - Accounts, Budget
and Operations
Manage Monthly Closure.
Staff Supervisory (18 staff) and Human resources management including hiring, examining and interviewing of Finance staff.
Train and issue Finance Training Martial.
Finance Policies, Participate in preparation.
Cash Management, Requirement forecast.

Accomplishments:
- Reduced Audit Observations, through following up the implementation of recommendations.
- Running the Financial Operation with the minimum staff available including the closure of accounts.
- Participated in the FACT Findings committee.
- Participated in the Tenders Evaluation Committee.
- Act as Head Field Finance Office in his absence.
- Supervising the preparation of 2016-17 Budgets and supervising the re-budget of 2015.


Participated in the implementation of SAP ERP in the following:
- Blue print - Participated in the describing processes in Finance Department and verifying Who-does-What.
- Configuration Verification - as Finance Management member attended the CV1, CV2
- Data Migration - Finance including Assets: Participated in the extracting of Data from the old ERP, mapping the data and verifying accuracy.
- Act as focal point for Training: Finance Training to Finance staff and Admin support training to Admin Staff, by coordinating the groups based on need and knowledge and Trainers.
- Managed the finance operations during the (CUT-OFF) Freezing period and manual vouchers in addition managing the operations during the Go-Live and helped reporting problem and sorting issues.

Accounting system and control procedures, implemented a Risk Assessment System. Cash flow budgets & Managerial Reports.

Used to work a few hours a week for AmCan Int'l Group which is a multinational retail and shipping company with its headquarters in Canada and an annual turnover of $23m. In my position in Jordan office I am responsible for the Kuwait office accounting, Dubai office and all the bank accounts all over the working countries.

I have developed the accounting system and control procedures and implemented a Risk Assessment System. I prepare cash flow budgets, enabling managers to obtain a clear picture of the payments and receipt during the coming months.

Due to the increase of company sales, the Company have recruited an an accountant & data entry person to enter the data of the invoicing the purchasing as well as journal entries, and I have taken the role of internal audit and managerial accounting.

As Budget Officer I am responsible to the Field Finance Officer for UNRWA Jordan Field Office budget of $122m General funds and additional $25m of projects funds. My role involves from preparing budgets for the Field Departments and Programmes by implementing Head Quarters instructions and policies, and working closely with Programme and Departmental colleagues to insure accurate budget preparation which are realistic and robust.

Reviews and checks budget estimates, adjustments and reports to ensure conformity with the Agency's instructions; monitors and reviews budget sheets to ensure implementation of procedures to control and monitor expenditure; prepares forecasts and evaluates reports and prepares and consolidates estimates;

Reviews on monthly/quarterly basis the budget and expenditure data, reports and follows-up on significant over or under expenditures, adjusts and controls budget reserves and participates in the quarterly budget reviews;

Advises expending officers on budget preparation and coordinates corrective actions; circulates Headquarters budget instructions and ensures timely submissions of budget estimates;

Monitors, maintains, and reports on projects funds in coordination with the Field Projects Office and advises Departments Heads on the status of projects'​ funds;

Analyzes, raises the obligation documents, reconciles/analyzes on monthly basis the obligation status reports with budget and expenditure reports; analyses budget reports to explain variances;

Verifies, enters, and retrieves budgetary data in the finance system, produces and distributes on monthly basis budget and expenditure computer reports to Field's departments and offices;

Answers queries raised by the expending officers on matter concerning the budget allotments, expenditure and any necessary corrective actions;

Reviews and checks the accuracy of budget estimates, adjustments and reports;

Certifies availability of funds and raises the necessary Hard Commitments (HCs) and Soft Commitments (SCs) in the Budget Module or Procurement Inventory Management System (PIMS);
Carries out a monthly/quarterly review of budget and expenditure, reports and follows up on significant over or under expenditures and adjusting reserves;

Advises expending officers on budget/preparation, circulates Headquarters instructions and ensures timely submissions;

Verifies, enters and retrieves budgetary data in the new finance system; trains Departments/Divisions’ Administrative Officers on how to add BESs into budget module and provides them with necessary support;

Verifies and raises obligation documents, reconciles/analyzes monthly the obligation reports with budget and expenditure reports;

Edits supply documentation including List of Requirements (LORs), List of Requirement Consolidated (LRC) and Purchase Orders (POs) and raises necessary obligations in the PIMS;

Checks the financial aspects of the Field's Medium Term Plan (MTP), and emergency budgets to ensure accuracy and adherence to ceilings;

Analyzes and compiles budget statistics and other related financial information as required;

Drafts correspondence and prepares reports and statements relating to his/her functions;

Acts as required for the Budget Officer during the latter’s absence;
