- Monitor construction progress to ensure actual progress meets planned progress and critical milestones. Guide contractors to adjust their production rates, resources, activity logic, and activity durations on an as-needed basis to meet planned progress.
- Evaluate contractor’s schedules and contract time extension requests.
- Resolve design clarification and site conditions to facilitate construction progress.
- Review DCNs, issue DCNs to contractors, obtain price quotes, and lead negotiations to resolve DCN prices, contract time extensions, and contractors’ claims.
- Participate in the preparation of requests for change, tacit approvals, and change orders.
- Ensure contractors compliance with quality control program and safety program.
- Ensure timely submittals and review of technical submittals, especially long lead items in compliance with contract requirements.
- Manage contractor monthly progress invoices.
- Lead and resolve interfaces with other Royal Commission departments and local utility companies to help secure contractors’ work permits and resolve issues.
- Lead and resolve interface issues between different disciplines.
- Ensure contractor compliance with administrative procedures as specified in contract documents in the UMP.
- Lead weekly/bi-weekly progress meetings and other meetings as needed and issuance of meeting minutes and follow up on action items.
- Provide reports and presentations to higher management on an as-needed basis.
- Review drawings and specification packages for new contracts.
- Participate in pre-bid meetings/kick-off meetings for the assigned contracts.
- Participate in the preparation of the annual work plan (projected annual construction expenditure)
- Monitor contractors’ monthly expenditures.
- Supervise Assistant Resident Engineers, and Field Engineers assigned to the contract.
- Perform an annual evaluation of staff performance.

• Chair weekly/bi-weekly progress meetings and other meetings as needed. Generate meeting minutes. Follow up on action-pending items.
• Evaluate Contractor’s schedules and contract-time-extension requests, including obtaining & considering input from Construction Department scheduling engineers.
• Enforce compliance with the contractor’s safety program to achieve zero accidents.
• Ensure compliance with the approved Quality Control Program.
• Review technical submittals and shop drawings for compliance with contract requirements. This requires interactions with Engineering & other departments.
• Supervise field engineers assigned to the contract, and ensure compliance with reporting requirements.
• Coordinate and resolve interfaces and site issues with other Royal Commission departments and between different disciplines within a contract.
• Review, issue DCNs to the Contractor, obtain price quotes, and assist the Resident Engineer in the negotiation of prices and contract time extensions.
• Assist in the preparation of Request-for-Change, tacit approvals, and Contract Change Orders.
• Manage contractor’s monthly progress payment application by ensuring timely ascertainment of quantities of completed works by field engineers and quantity surveyors and timely submittal of invoices by the Contractor.
• Ensure the Contractor’s compliance with administrative procedures as specified in the contract documents.
• Review material testing reports and evaluate the results.
• Review drawing and specification packages for new contracts as required by Engineering and other Departments.
• Participate in pre-bid meetings, site visits, bid evaluations, and kick-off meetings as assigned.
• Participate in the preparation of the annual Work Plan (projected annual construction expenditure).
• Monitor the contractor’s monthly expenditures.
• Enforce compliance of the contractor approved safety program to achieve zero accidents and fatalities.
• Keep, monitor and follow up as necessary and maintain complete record(s) concerning execution of the works.
• Inspection, sampling and testing of materials to assure compliance with the contract specification.
• Coordinate and resolve interfaces and site issues with other Royal Commission departments and between different disciplines.
• Assist in the review and forward comments on the contractor’s method statement for execution of the works.
• Assist in the review and forward any comments on the contractor’s technical submittals Technical and Technical Queries.
• Attend site technical coordination meetings to discuss contractor submissions, shop drawings, material submittals and construction related matters.
• Inspect the work done by the contractor(s) to ascertain that work is executed in accordance with the Contract Documents and accepted practice.
• Inspect the on-site and off-site materials to be used in the project and organize field and laboratory tests, conducted by others, on construction materials to ascertain their compliance with the specifications and determine it acceptability for use on the project.
• Implement the site supervision quality procedures, and review submission requirements of the project, along with the contractor.
• Review all construction documents and highlight any contractual discrepancies with the concerned Resident Engineer.
• Ensure that all statutory authority like permits or design approvals is available on site for construction.
• Raise Non-Conformance Reports (NCRs) and Quality Action Notices (QANs) to identify quality deficiencies in conjunction with the Resident Engineer.
• Review the corrective actions proposed by the contractor, respond/follow ups and close out procedure.
• Carry out the final inspection for certification of final completion and handing over of the works.
• Enforce compliance of the contractor approved safety program to achieve zero accidents and fatalities.
• Keep, monitor and follow up as necessary and maintain complete record(s) concerning execution of the works.
