▪ Review and report on cost submissions prepared by contractor for completeness of all
necessary information and supporting documentation to substantiate the cost. Identify
and request any/all missing documents and review that all supporting documents are
properly correlated and cross referenced.
▪ Request, review and comment on, pricing information and its supporting documents
such as but not limited to quotations, purchase orders, invoices, unit price-buildups,
measurement of quantities.
▪ Prepare unit prices benchmarks based on similar and/or analogous items.
▪ Review and supervise quantities measurement when required.
▪ Review contractor's payment certificates including review of compilation of all cost
items in accordance with agreed and/or approved unit prices and agreed quantity
measurement and prepare Payment Certificate Reports, all in accordance with Contract
requirements.
▪ Prepare Cost Reports incorporating financial status and progress of the various cost
items.
▪ Contract Administration and contractual correspondences.
Leading a team of quantity surveyors and managing the complete project requirements
regarding quantity surveying activities of the project from the inception of the project
till handing over.
▪ Responsible for a range of activities which may include cost planning, value
management, feasibility studies, cost-benefit analysis, lifecycle costing, tendering,
valuation, dispute resolution, cost estimating, contract correspondences, preparation
of reports, auditing payment applications, preparation of payment certificates, value
engineering, price adjustment, valuation at termination, final account close out, etc.
▪ Preparing variation and claims and getting approval from the Consultant and finalizing
the monthly Interim payment applications.
▪ Monitoring project progress and measuring and valuing the variations in the work
during the contract, for making an agreement of interim payments.
▪ Updating Project schedule, preparing look-ahead schedules and monitoring progress,
identifying problem areas, and suggesting remedial actions.
▪ Preparing contractual documents for variations and dispute items in alignment with
local standard conditions for making an agreement for interim payments.
▪ Monitoring & releasing sub-contractor claims & payments as per respective contracts.
▪ Attending progress meetings with Consultant and Client representatives to discuss
quantity survey-related issues.
▪ Tracking Productivity of various Sub-contractors and other departments (MEP) and
coordinating for achieving milestone targets.
▪ Reviewing Extension of time (EOT) Claims and approving the same based on merit.
▪ Managed the quantity surveying activities related to the projects from the inception of
the project till handing over.
▪ Participated in discussions regarding quantity surveying issues with the Contractor,
Subcontractors, and the Program Management Team.
▪ Prepared Cost Estimates based on the Concept design for various projects, and
coordinated with the design team regarding cost issues and value for money.
▪ Attended the project progress meetings throughout the project duration and assisted
the Project Manager to ensure that the Quantity Surveying functions are implemented
to the highest standards.
▪ Carried out verification of technical /commercial conditions of tender/bid and arrived
at lump sum cost.
▪ Prepared and submitted the detailed monthly valuation report to the client.
▪ Liaised with Quantity surveyor and made the final agreement on the job order values.
▪ Reviewed job orders for adequacy and verified and forwarded invoices of
subcontractors for payment.
▪ Monitored and kept track of project progress and measured and valued the variations
in the work during the contract, for making an agreement of interim payments, and
settled all disputes and claims arising due to variations from the contract.
▪ Prepared budgets and projections, reviewed the budget with actual cost, and reported
financial implications to the management
▪ Prepared the following documents related to the project:
▪ BOQ for building works based on POMI; BOQ for Infrastructure works based on
CESMM.
▪ K.S.A Cost database for Electrical works of building, Infrastructure, Electrical Cabling,
Building Concrete Works, Infrastructure Piping works
▪ Coordinated with the project team, client, and stakeholders to finalize the project risk
register.
▪ Liaised with the design team regarding alternative design/methodology to achieve the
cost reduction in the construction of roads, landscape, signages, social infrastructure,
etc. as a part of Value Engineering.
▪ Leading a team of quantity surveyors and managing the complete project requirements
regarding quantity surveying activities of the project from the inception of the project
