* Participate in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility

* Identifies issues and provides advice as it impacts project progression.
* Representing IRPAL in the cluster and international working group meetings.
* Coordinating and networking with all relevant internal and external stakeholders (Local authorities, donors, INGO, Local NGOs, CBOs etc.) to facilitate the implementation of project activities.

- Review of existing strategic plan (achievements and obstacles)
- Review and update situation analysis&stakeholders’ analysis
- Review and update SWOT analysis, conduct an organizational capacity assessment

- Manage the operations and activities of the Information Technology Section, including:
* IT Strategy and Planning, IT Procurement, IT Policies & Procedures
* Application and Infrastructure selection, implementation and management.
* Network & Communication Support, Information System Security.
- Lead the development of IT strategy, plans and budgets.
- Develop and communicate IT standards, policies and guidelines. Monitor the consistency, effectiveness and the rollout across the organization.
- Lead the development of the IT architecture and standards throughout IRPAL.
- Identify areas of operation which require hardware or software installations / upgrades, due to changes in technology or operations.
- Evaluate proposals to assess project feasibility and requirements.
- Coordinate with IRPAL departments the implementation of major IT projects.
- Plan and direct the selection and acquisition of reliable, high performance and cost effective hardware and software applications.
- Planning & Leading IT strategy including solutions development, budgeting, network design, helpdesk, and computing functions.
- Planning, directing, and managing the daily IT operations.
- Member of the IT Advisory Board (Ministry of local government). Providing recommendations on technology and methodology standards.
- Determining & controlling the IT budgets and expenditures.
- Responsible for hiring, monitoring the training of new team members.
- Conducting training for the team to achieve the center's goals.
- Managing a technical team consists of 4 engineers and 6 technicians servicing over 450 users in 6 municipality locations.
- Leading the migration team responsible for upgrading the corporate network from Windows 2000 environment to Windows 2003 environment.
- Analyzing and decision making over the team’s performance.
- Preparing reports and presentations for the top management.
- Motivating the team through teamwork, cooperation and social events.
- Assigning scheduled tasks to the technical team, follow up daily operations.
- Designing and supervising the implementing, testing & managing Layer2 & Layer3 LAN & WAN networks.
- Participating with the procurement department in the process of IT procurement (define the required specifications, evaluate tenders and supervise delivery)
- Leading the migration team responsible for upgrading the corporate network from Win NT, Exchange 5.5 and MS Proxy 2.0 to Win 2000, Exchange 2000, and ISA 2000. This included the migration of 15 servers and 450 desktops. Team consisted of server administrators and desktop support specialists.
- Designing, implementing and testing LAN, WAN networks.
- Responsible of Hardware & Software installation and trouble shooting.
- Defining the technical specification of IT infrastructure that is required for the municipality and follow-up the procurement process.
