Responsibilities
• Report to Managing Director and General Manager. Scope of work area at South East Asia, Australia, Nigeria, & China water. Act as DPA/CSO and as Company representative prior meet Malaysian Marine Department, Class, and an end client meeting. Strengthening the company core values, safety vision and safety mission to all fleets. Implementation of safety management manual, emergency guidance manual, head office circulars, risk assessment and hazard register, safety alerts and training presentation, safety flashes, and enhance training manual to cope-up the offshore operation within the Region.
• Act as Operation & HSE Manager. Assist Management in trouble shooting and solving of operational problems to mitigate losses, if any. Visit operation sites from time to time and ensure compliance to proper Company procedures, policies & risk management. Update Management periodically with timely reports, including statistical records of vessels’ operational performance. Rendezvous the HSE safety elements, compliance and culture towards the positive development in align with the End User expectation.
• Responsible for taking new delivery of vessels and barges up to tidy up prior mobilization / demob. Day to day operations ensuring that all vessel records, certifications and documentations (in particular, for deck maintenance / repairs, bunker fuel usage and vessel daily reports) is kept up to-date and in compliance with government legislation and Company policies/procedures. In-charge to coordinating meetings and related work between the crew, HSE and Operations personnel from time to time. Monitor and execute the Deck planned maintenance activities as per the PMS and Client’s requirement. Attending OSVIS, OVID, Suitability Survey, Marine Warranty Survey, On/Off Hire Survey and Management visit throughout the inspection line.
• Implementation of annual ISM & Safety Management drills, audit, inspection and vetting between shore operator and ship’s operator. Maintaining charterers instructions for supply and field support service based on derive KPI quarterly basis. Developing of Emergency Response Plan as per Contingency Manual. Coordinate with the MRCC and Flag State to the right reporting procedure should counter the terrible condition. Hazard analysis/Job safety analysis conducted every weekly basis to find the highest hazardous onboard ship. Emergency reporting procedure being developed.
• Develop HSE project strategy and implementation plan to deploy HSE governance and processes. Analyze HSE performance and risk profiles to identify gaps in HSE management system. Drive HSE capability development initiatives among related department. The criteria to be consent for Harmful Substances report, Marine Pollutant report, and Supplementary Report. Incident Notification & reporting procedure developing based on Marine Offshore activities as per guideline from Petronas and Production Sharing Company interest. Initiate Management of Change for new implementation / regulation from national and international laws.
• Inspect and availability of record keeping for all vessels meets with the System. Carry out investigation and come out with root cause, corrective action, and preventive action and review the findings. Analysis is to be made whether system amendment is required. Circulation of information of any changes of the procedures and new incoming rules and regulation to all vessels.

DPA - QHSEMS MANAGER at TH ALAM MANAGEMENT

Responsibilities
• Act as DPA & CSO for the Company. Direct link and access to CEO with respect to the Safety & Security of total 4 AHTS DP1 & 4 DP2 vessels operation. This including Health, Safety and Environment reporting formalities to meet the Clients satisfaction e.g Drilling Unit - Petronas Carigali, Petrofac, Brunei Shell Petroleum, Swiber Singapore etc. Involved directly of vessels requirement since delivery. Hands-on off Bollard pull test, tanks inspection, calibrate of flow meter, anchor handling test equipments, and OSVIS inspection as per Clients requirement.
• Responsible for taking new delivery of vessels. Maintaining ship managed up to the international and statutory standard with approved guidelines. Playing roles for the overall planning, developing and implementing plans of the department in line with Company’s vision, mission and corporate shared values. Ensure vessels compliance with Company’s SMS & ISPS. Responsible to develop early stage of Document of Compliance for Company till complete for Full Term Certificate. Prepare, monitor and maintain ISM Elements through frequent vetting, inspection and audit. Execute and perform investigation through job safety analysis campaigns for all vessels. Close monitoring and handling Executives job by straight instruction order given. Evaluate risk assessment by expedite potential hazards via generic JSA, JHA, UCUA, and TBM. Frequent training development has conducted to all present of crews onboard. Justify the price of non-conformance by upgrade and enhance for future improvements. Direct hands-on to assist Operation & Technical by giving support and advice to Head of Ops/Tech. Responsible to performing Emergency Response teams.
• Responsible for implementation of quality, health, safety and environmental policies, procedures and guidelines. Activities include but are not limited to risk identification and management, incident reporting and investigation, waste minimization, pollution prevention and control, various compliance activities and implementation of various aspects of management systems in all areas of QHSE. Conducts inspections and assessments. Provides varying levels of interface and support to stakeholders through technical advice, data interpretation, personnel development and process improvement. Prepare monthly QHSE report that contains the HSE statistics, HSE programs, observations, UCUA findings and recommendations for the submission to the General Manager, Senior HSE Manager and Sub-contractor.
• Organize and maintain vessels inspection as per Company SMS and submit the inspection report for Monthly Meeting for Management Review. Maintain vessels safety & security assessment are in compliance with International and local Flag State rules. Participation of the training and selection programs for Officers, Engineers and crews. Conduct interview and briefing session including familiarization of new personnel staffs and ship staffs. Responsible to plan, manage and ensure manning operating expenses cost are kept within the allocated budget. Direct interface to analyze and to improve the manning activities and staffs efficiency.

MARINE SUPERINTENDENT at GENIKI LINES
